Independent Representative Member of Transform Banyule Steering Committee

Location: 1 Flintoff Street, Greensborough

Banyule City Council is seeking Expressions of Interest from experienced professionals to serve as the independent external member of the Transform Banyule 2030 Steering Committee.

Transform Banyule 2030 is Council's four-year transformation strategy to modernise how Banyule operates and delivers services to the community. The program brings together technology, data, process, service and workforce transformation initiatives designed to create a more connected, responsive and sustainable organisation.

The Committee provides strategic oversight, assurance and constructive challenge to ensure the program remains aligned with Council priorities, is appropriately governed and positioned to deliver its intended outcomes and benefits. The Committee includes Councillors, the Chief Executive Officer, Directors and key transformation leaders, together with an independent external member who brings an objective and informed perspective.

About the position

The independent member plays a critical role in supporting effective governance and oversight of one of the most significant organisational change programs in Banyule's history.

Key responsibilities include:

- Providing independent advice, assurance and constructive challenge.
- Reviewing overall program progress, delivery confidence, risks and emerging issues.
- Monitoring governance arrangements, reporting, controls and accountability.
- Considering organisational readiness, change adoption and benefits realisation.




- Supporting effective escalation of significant matters to Council and other governance bodies where required.

The Committee operates as an oversight and assurance body rather than a decision-making body for day-to-day program delivery. It meets quarterly, with additional meetings scheduled where required.

Skills and Experience

Council is seeking an experienced and appropriately qualified professional with demonstrated expertise in one or more of the following areas:

- Governance, assurance or board-level oversight.
- Major transformation and organisational change programs.
- Risk management and delivery assurance.
- Perks realisation and performance monitoring.
- Organisational readiness and change adoption.
- Public sector, local government, technology or business transformation environments.

The successful applicant will also demonstrate:

- Independence and objectivity.
- Strong critical thinking and questioning skills.
- Ability to challenge respectfully and constructively.
- Strategic and whole-of-organisation perspective.
- Sound judgement and integrity.
- Ability to interpret complex information and identify emerging issues.
- A collaborative approach whilst maintaining independence.

Previous committee, advisory board or governance experience will be highly regarded. Formal qualifications relevant to governance, business, technology, organisational change, risk, audit or a related discipline will also be well regarded.





Applicants must be free from any actual, perceived or potential conflict of interest that could reasonably interfere with their ability to act in the best interests of Council. Existing commercial or consulting relationships with Banyule City Council may constitute a conflict of interest and must be declared. Being a Banyule ratepayer does not, of itself, constitute a conflict of interest.

Applicants must reside in Victoria and beavailable to attend in-person meetings at Banyule City Council offices inGreensborough.

Appointment and remuneration

The appointment is for an initial term of two years, with the option of a further two-year term at Council's discretion. Remuneration is determined by Council and will be discussed with the preferred applicant.
