Operating in a dynamic and complex setting, the Government and Business Services Branch is a trusted, client‑focused branch which enables the department to support Ministers’ Offices through fit-for-purpose services and expert advice to support ministers and the department to make informed decisions, and satisfy ministerial and parliamentary obligations. There are several opportunities in our ministerial services, parliamentary services, and ministerial liaison and support teams.

The Ministerial Services and Cabinet Section, Parliamentary Services Section, and Ministerial Liaison and Support Section play pivotal roles in the efficient and effective management of workflow between the department and minister’s offices, supporting Parliamentary activities, and facilitating support and engagement with the offices through providing strategic advice and services. This includes managing high-priority matters, coordinating processes, clear communication, and building and maintaining strong relationships with others.

The Senior Services

Officers work closely with internal and external stakeholders to ensure timely and seamless delivery across the department and to the ministers’ offices.

The Ministerial Services team leads and is responsible for the delivery of the ministerial workflow process and provides advice to the department and agencies on ministerial business processes and documents such submissions, briefs, and correspondence. The team manages workflows via PDMS+ ensuring documented procedures are followed, and provides a daily courier service to ministers’ offices.

The Cabinet team leads and is responsible for the delivery of the department’s Cabinet business and support for Cabinet and Cabinet committee meetings, documents and procedures in accordance with Cabinet protocols via CabNet+. The team administers CabNet+ and manages the lodgement of the portfolio’s Cabinet submissions, and coordinates and lodges departmental views on non-portfolio Cabinet submissions. The team also manages the handling of classified information via secure systems including the distribution of international cables.

The Parliamentary Services team leads and is responsible for the delivery of the department’s involvement with Parliamentary processes and committees such as Question Time Briefs and Questions on Notice; manages the Tabling, Senate Estimates and Parliamentary Committee Inquires functions and oversees the management and administration of the Parliamentary Document Management System (PDMS).

The Ministerial Liaison and Support team leads and is responsible for the delivery of the department’s Departmental Liaison Office (DLO) Program and Framework and supports and facilitates engagement with the department’s Ministers’ Offices. It provides support to portfolio ministers’ offices including administering ministerial accounts, and assisting with ministerial international travel arrangements.

The Ministerial Liaison and Support team leads and is responsible for the delivery of the department’s Departmental Liaison Office (DLO) Program and Framework and supports and facilitates engagement with the department’s Ministers’ Offices. It provides support to portfolio ministers’ offices including administering ministerial accounts, and assisting with ministerial international travel arrangements.

What you will do

Senior ministerial and parliamentary officers have a key team leadership role to support the Directors and Assistant Directors to manage day-to-day operational functions of the teams. They provide high-level operational advice and support to the department including the Executive, departmental liaison officers, and ministerial offices. They exercise a degree of autonomy, judgement and initiative to manage competing priorities, support decision-making and ensure the effective delivery of business operations.

The role requires flexibility and responsiveness, including the capacity to meet demanding and often competing deadlines.

Senior Ministerial Services Officers

You will have a varied and dynamic role with the following key duties:

- manage the workflow for ministerial submissions, briefs and correspondence, in accordance with ministerial and departmental requirements
- distribute and action tasks within established work practices and identify priority and sensitive tasks for escalation including management of a roster system
- liaise and negotiate with departmental liaison officers (DLOs) on the development and application of guidance
- provide information and advice to departmental line areas to ensure a high level of understanding, quality assurance, compliance and timeliness with ministerial and departmental requirements and work practices
- contribute to the development and maintenance of associated guidelines, templates, and reporting
- assist with the review and implementation of improvements to systems and processes
- build positive relationships including DLOs and divisional/group support units/unit coordinators and ministerial services teams in other portfolios

Senior Parliamentary Services Officers You will have a varied and dynamic role with the following key duties:

- coordinate and support the delivery of parliamentary processes, including Questions on Notice, Question Time Briefs, Senate Estimates, parliamentary committee inquiries and the tabling of documents required to be presented to Parliament.
- manage the registration, allocation, tracking, version control and quality assurance of parliamentary documents and requests to ensure timely, accurate and coordinated responses across the department and portfolio agencies.
- distribute parliamentary material, sitting week products and committee correspondence, ensuring priority and sensitive matters are identified, managed appropriately and escalated when required.
- provide guidance, advice and assistance to departmental line areas, departmental liaison officers and portfolio agencies to support compliance with parliamentary procedures, departmental requirements and established work practices.
- engage and maintain effective relationships with internal and external stakeholders, including senior executives, ministerial offices, committee secretariats and portfolio agencies, to support timely delivery of parliamentary obligations.




- support section leadership by supervising staff when required, managing upwards, keeping managers and senior executives informed, and sharing knowledge to build capability across the team.
- contribute to continuous improvement by streamlining workflows, maintaining guidelines, templates and reporting, and enhancing service delivery in line with APS Values and departmental priorities.

Senior Ministerial Liaison Officers You will have a varied and dynamic role with the following key duties:

- provide operational and financial administration for ministerial offices, including managing expense accounts, processing payments, maintaining records and budget oversight, and liaising with suppliers to resolve invoicing, account, access and charging issues
- coordinate business and operational support not administered by Finance, PM&C; or parliamentary entitlements, including equipment, services, business cards, ministerial vehicles, parking permits and replacement accessories, exercising sound judgement to support continuity, compliance and value for money
- support ministerial offices and line areas to arrange ministerial international travel, including advice on requirements, templates and quotations, while coordinating processes, records and reporting to support compliance, assurance and oversight
- provide short term offsite relief for DLOs when required, ensuring continuity of operations and effective support to ministerial offices
- provide a central point of contact for ministerial office issue resolution, reporting and temporary APS staffing administration, ensuring timely support and continuity of service to ministerial offices
- develop and maintain clear guidance across key ministerial office and DLO support functions, ensuring processes are understood, consistently applied and updated to support effective service delivery

Senior PDMS Analyst You will support the administration and continuous improvement of the department’s Parliamentary Document Management System with the following key duties:

- provide high-quality and timely PDMS technical, helpdesk and system support to ministerial offices, senior executives and departmental staff to support business continuity and effective ministerial and parliamentary workflows.
- manage PDMS administration, including system documentation, user profiles, pre-production and training environments, system releases, upgrades and associated maintenance activities.
- schedule, coordinate and deliver PDMS work packages, projects and ad hoc bodies of work to agreed timeframes and quality standards, reporting progress and escalating priority or sensitive matters when required.
- develop and deliver PDMS training packages, user guides and support materials to build capability and support consistent use of PDMS across the department.
- provide clear information, advice and guidance on PDMS functionality, outages, enhancements and work practices through a range of communication channels and training forums.
- engage and maintain effective relationships with internal and external stakeholders, including departmental liaison officers, divisional/group support units, teams within the branch, the Department of Finance PDMS agency support team and other departments.
- identify, analyse and implement PDMS and business process improvements, including reviewing and developing system change requests to improve functionality, automation of workflows, user experience, compliance monitoring and service delivery.
- produce accurate PDMS reports and develop, maintain and enhance PDMS Power BI dashboards to support data-driven decision-making, assurance and compliance monitoring.
- represent the department in inter-governmental working groups and the MPS Community of Practice, contributing to whole-of-government PDMS initiatives and continuous improvement activities.
- support section leadership by supervising staff when required, managing upwards, keeping managers and senior executives informed, exercising sound judgement and sharing knowledge to build capability across the section and branch.

Inherent requirements for the role The inherent requirements for this role include demonstrated capability against the APS6 Work level standards and:

- C****ommunicating with influence - Communicating clearly, verbally and in writing. Actively listening and adapting communication by understanding the audience, appropriately tailoring messages, confirming others’ views, and addressing misunderstandings promptly.

Desirable requirements Desirable requirements include experience in using relevant information management systems such as the Parliamentary Document Management System (PDMS+) and CabNet+, or the ability to quickly learn use of these systems.
