Assistant Manager, HR – EL 1

The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content.

About the role The ACMA is seeking high-performing and innovative HR professionals to join our Human Resources team at the Executive Level 1. Through this process, we are looking to establish a merit pool to fill current and future vacancies across a range of HR functions within ACMA over the next 18 months. These may include work, health and safety; strategic business partnering; payroll; workforce reporting; workplace relations; L&D; inclusion and performance.

We currently have immediate vacancies for:

Assistant Manager, Payroll, Systems and Reporting

Lead a small team responsible for delivering payroll services, HR systems administration and workforce reporting for the ACMA and eSafety. This role plays a critical part in ensuring employees are paid accurately and on time, maintaining workforce data integrity, supporting organisational reporting obligations and driving continuous improvement in HR systems and processes.

Key responsibilities include

- Leading payroll operations and HR systems administration.
- Managing workforce reporting and external reporting obligations, including APS and legislative reporting requirements.
- Providing expert advice on payroll, HR systems and workforce data matters.
- Overseeing employee lifecycle administration, including onboarding, offboarding and employee movements.
- Identifying opportunities to improve processes, reporting capability and service delivery.

Assistant Manager, Workplace Relations Lead the review,



development and implementation of employment related policies and procedures, the provision of explicit, practical, and defensible workplace relations advice on complex queries related to the APS employment framework and conditions of employment. The role leads a small team through matters relating to the ACMA Enterprise Agreement, integrity and conduct, public interest disclosures and the National Child Safety Principles.

Key responsibilities include

- Support the agency's enterprise bargaining program by providing workplace relations expertise, contributing to negotiation and consultation activities, engaging with employee representatives and stakeholders, and coordinating implementation of enterprise agreement outcomes.
- Provide specialist advice and support on integrity-related matters, including employment frameworks, APS values and code of conduct matters, conflicts of interest, and other workforce integrity issues, ensuring fair, consistent and procedurally sound outcomes.
- Managing complex workplace relations and employee case matters.
- Providing specialist advice on employment legislation, policy and industrial frameworks.
- Developing and reviewing workplace policies and procedures.
- Building capability across the organisation through guidance, coaching and practical workplace relations support.

Across all EL1 HR roles, you will lead projects and initiatives, build strong stakeholder relationships, drive business improvements and contribute to strategic workforce outcomes while leading and developing a high-performing team.
