About This Role

- Fixed Term, Full time opportunity.
- VPS grade 5: $116,413 - $140,849 plus superannuation.
The Department of Justice and Community Safety is seeking a Commercial Support Officer to provide a critical role at Emergency Management Victoria.
About The Business Unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
The Emergency Management Technology and Data (EM T&D;) division is responsible for key Emergency sector common digital platforms for the emergency services sector. EM T&D; is a trusted partner to emergency sector organisations, supporting the innovation and delivery of modern and effective Digital Infrastructure services tailored to the emergency sector's needs. Its main service functions include EM Strategic Planning and Business Development, EM Enterprise Architecture and Design, EM Digital Platforms and Products, EM Commercial Management and Budget, EM Portfolio, Program Delivery, Data Insights.
About The Role
Some of your duties will include:
- Provide high-level commercial and administrative support to the Commercial Lead and broader team in relation to procurement, contract management, financial processes and governance activities.
- Contribute commercial administration activities including procurement documentation, contract variations, purchase orders, quotations, invoicing and payment processing in accordance with government policies and procurement frameworks.
- Monitor contract deliverables, milestones, risks, issues and vendor performance activities to support project outcomes and contractual compliance.
- Lead the maintenance of effective contract administration systems, registers, reporting, including document tracking and control, whilst proactively creating and implementing new systems to streamline processes as required (systems such as Oracle, TRIM, Zycus etc).

- Procurement and Contract administration experience in either government or private entities required.
- Using financial and contract management software solutions for the management of multiple procurement and contract activities in order to enable contracts to be established and the payment of suppliers.
- Obtain the ability to demonstrate strong business and commercial acumen by understanding operational costs to drive efficiency, while effectively managing external vendor engagement terms and holding parties accountable to delivery agreements.
Qualifications/requirements
- A tertiary qualification in commerce, law or accounting is highly desirable.
- Completion of Department of Justice and Community Safety training is desirable
- Managing Contracts and Supplier Relationships desirable.
- Procurement and Contract Management Framework is desirable.
