City Of Armadale

Armadale

Bring sound judgement. Build trusted partnerships. Help shape what comes next.

The City of Armadale is one of Western Australia’s fastest-growing local governments. With more than 650 employees delivering a diverse range of community services, our workforce and the way we support it continues to evolve.

We are looking for an experienced People Services Business Partner who can work confidently in a busy and changing workplace, build credibility with leaders and turn people challenges into practical, sustainable outcomes.

You will join us at an important point in our journey. We are strengthening our People Services operating model, building leader capability, embedding new systems and supporting ongoing organisational and workforce change.

The foundations are in place, but there is meaningful work still to do.

About the Role

Reporting to the People Services Lead, you will partner with leaders across an allocated portfolio to provide contemporary, practical and well-reasoned people advice.

This is a genuine partnering role, but it is also hands-on. You will move comfortably between strategic workforce discussions, complex employee relations matters and the practical work required to keep priorities progressing.

Your responsibilities will include

- partnering with leaders to understand their service priorities, workforce pressures and people risks
- providing clear and defensible advice on complex performance, conduct, grievance and employee relations matters
- supporting workplace investigations and formal employment processes
- interpreting and applying legislation, industrial instruments, policies and procedures
- supporting organisational design, structure reviews, position design and workforce planning
- guiding leaders through consultation and organisational change
- coaching leaders to build confidence and capability in managing their people
- using workforce information and trends to identify risks and improvement opportunities

- contributing to better People Services systems, procedures, tools and ways of working
- collaborating with Recruitment, Payroll, WHS and Wellbeing, Industrial Relations and other specialist teams.

About you

You are an experienced HR practitioner who understands that effective business partnering is built through trust, sound judgement, responsiveness and follow-through.

You can think strategically while remaining connected to operational delivery. You are comfortable working through ambiguity, balancing competing priorities and helping leaders move from discussion to action.

Importantly, you know when to coach, when to challenge, when to escalate and when to roll up your sleeves and get the work done.

You will bring:

- substantial experience in a generalist HR, employee relations or business partnering role
- strong knowledge of employment legislation, industrial instruments and contemporary people practices
- demonstrated experience managing complex employee relations and performance matters
- experience supporting organisational change, workforce planning or structure review
- the ability to build credible and constructive relationships with leaders at all levels
- strong written communication, analysis and attention to detail
- confidence using workforce data and HR systems to inform advice and decisions
- the ability to manage a demanding portfolio while maintaining quality, momentum and clear communication
- a relevant qualification in human resources, employee relations, business or a related discipline.

Experience within local government, the broader public sector or another complex, operational and unionised environment will be highly regarded.

Why join the City of Armadale?

This is an opportunity to work on complex and meaningful people matters while helping shape the continued development of our People Services function.

You will join a collaborative specialist team and work closely with leaders responsible for services that make a visible difference to a rapidly growing community.

The City offers

- up to 15% superannuation
- flexible working arrangements WFH opportunities, flexible start and finish times and the ability to work a 9 day fortnight.
- professional development opportunities
- employee health and wellbeing initiatives
- free onsite parking
- a supportive team environment where your experience and ideas will be valued.

If you are an experienced Business Partner who combines strong technical capability with practical delivery and you want the opportunity to influence, improve and help shape what comes next we would like to hear from you.

How to apply

Please submit your resume and a cover letter outlining:

- your experience partnering with leaders in a complex organisation
- an example of a challenging people or workforce matter you have helped resolve
- how you establish priorities and maintain progress when managing competing demands.
