Are you a strategic leader who thrives at the intersection of strategy, service design, digital transformation, and emerging technology?

We're seeking an experienced Lead Manager - Strategy & Content to help shape enterprise-wide strategies and transformation initiatives across digital, data, ICT, AI, and cyber domains within a complex government environment.

About the RoleIn this role, you'll lead the development of strategic frameworks, future-state operating models, and transformation roadmaps that align organisational priorities with customer outcomes, service delivery, and technology innovation.

You'll work across multidisciplinary teams, engaging senior stakeholders to solve complex challenges through strategic thinking, human-centred design, business architecture, and evidence-based decision-making.

Key Responsibilities✅ Develop and implement enterprise-wide Data, Digital, and ICT strategies

✅ Translate strategic priorities into actionable roadmaps and transformation initiatives

✅ Apply Human-Centred Design and Systems Thinking to drive service improvements

✅ Design future-state services, operating models, and organisational capabilities

✅ Facilitate executive workshops and stakeholder engagement activities

✅ Assess opportunities associated with AI, automation, and emerging technologies





✅ Provide strategic advice and recommendations to senior decision-makers

What We're Looking For✔ Proven experience leading strategy development and transformation programs

✔ Strong Human-Centred Design, Service Design, and Systems Thinking expertise

✔ Experience developing future-state operating models and business capabilities

✔ Excellent stakeholder engagement and facilitation skills at executive level

✔ Robust understanding of Digital, Data, AI, Cyber, and ICT transformation

✔ Ability to navigate ambiguity and solve complex organisational challenges

Desirable Experience⭐ Government or large public sector environments

⭐ Business Architecture or Enterprise Architecture knowledge

⭐ Major Digital, Data, ICT, or Customer Transformation programs

⭐ Qualifications in Service Design, Human-Centred Design, Design Thinking, or related disciplines
