City Of Launceston

Launceston

Depending on your role, you may have access to a 4 day compressed week or 9 day fortnight, generous leave provisions including Wellness Leave and up to 3 days of end of year shutdown leave, and discounts through Fitness Passport, Solstice Energy, MyState Bank, Launceston Aquatic Centre and the QVMAG Gift Shop. You'll also get access to Flare Benefits, with retail discounts and novated leasing options, plus a free EAP, discounted health insurance through St Luke's Health and BUPA, and more.

Advise on the law that shapes a city

Local government runs on legislation. Someone has to interpret it, apply it, and explain it clearly enough that sound decisions get made. That is this role.

You'll provide legal and governance advice right across Council, from statutory interpretation and document review to assisting with Right to Information (RTI) decisions, Ombudsman enquiries, land dealings, by-laws and delegations. You'll exercise independent professional judgement on complex and sensitive matters, and you'll present clear, authoritative advice to Council at meetings and workshops.

You'll report to the Team Leader Legal, working alongside governance and other officers at every level of the organisation. The breadth is the appeal. One week you're drafting a lease, the next you're advising on a by-law or briefing Councillors on a legislative change.

While this is a permanent, full-time position, applicants seeking part-time hours are also encouraged to apply.

Key responsibilities of this position include:

- Providing legal advice and support to Council and its officers, including document reviews, statutory interpretation, and governance and risk considerations

- Interpreting and applying interrelated legislation, regulations and legal instruments on matters administered by or affecting Council

- Providing clear, accurate and timely legal guidance to Council officers and to Councillors at Council meetings,

supporting lawful administration and informed decision making

- Advising on RTI applications and draft decisions, and coordinating responses to Ombudsman enquiries, reviews and investigations

- Providing legal advice and oversight on land acquisitions and disposals, conveyancing, leases and licences, including negotiations with landowners and external parties

- Contributing to continuous improvement across Council's governance framework, including delegations, by-laws, operational policies and procedures, and monitoring legislative change

- Developing and delivering legal presentations and briefings that build organisational awareness of topical legislative matters

About You

We are looking for someone who demonstrates, through behaviour, an alignment and an understanding of Our Values and has the following qualifications, skills and experience:

- Tertiary qualifications in law

- Demonstrated ability to provide legal advice involving independent professional judgement and discretion

- Excellent written and verbal communication skills, with the ability to influence and negotiate with internal and external stakeholders on complex or sensitive matters

- Ability to present clear, accurate and authoritative advice and information to Council at Council Meetings and Workshops that supports informed statutory decision making and meets the needs of the Council, organisation and customers
- An ability to work effectively in a skilled team environment, contribute toward team and corporate outcomes and build collaborative relationships across the organisation

Experience advising on or managing sensitive matters within political and senior management environments will serve you well here, and public speaking experience is a bonus.
