Primary objective

Strategically lead, project manage and provide expert advice to deliver reliable, cost effective, and contemporary support for the

Motor Vehicle Registry System (MOVERS), including systems configuration, systems analysis and design, systems administration,

data management, business analysis and reporting.

Context statement

ABS–JGG manages client agencies’ core business digital systems through their life cycle from strategy to design, development,

release and deployment, operational delivery, maintenance, support and retirement.





Key duties and responsibilities

- Lead a small team to deliver comprehensive and differentiated support within a mainframe application setting and strategically drive the ongoing enhancement, expansion, implementation and administration of MOVERS.
- Project manage and apply specialist knowledge to deliver high-quality, relevant, timely and consistent services including, when required, leading procurement and contract management activities.
- Provide expert advice and collaborate with client agencies and internal and external partners to identify MOVERS related requirements and develop enabling strategies and plans to address current and future needs.
- Research, monitor, evaluate and improve service support, including remedial action to address gaps in policies and procedures.
- Build and maintain productive working relationships to support the delivery of projects on time and within budget.
- Stay abreast of trends within areas of responsibility to ensure contemporary advice and recommendations and a client centric approach to service delivery.
- Build the capacity of others and support the professional development of team members for which the role is responsible.

Selection criteria

Essential





- Demonstrated experience successfully administering complex ICT systems in a mainframe application environment, including undertaking system enhancement design and implementation.
- Proven leadership and staff management experience, including managing change and translating strategic objectives into operational goals and work plans.
- Knowledge of enterprise level ICT platforms and data and information integration between organisational applications, and complexities associated with delivering government services across large, geographically dispersed areas.
- Significant project management experience and understanding of contemporary governance frameworks and best practice procurement and contract management.
- Effective interpersonal, communication, analysis and problem solving skills, and demonstrated success cultivating productive working relationships with people of diverse professional and cultural backgrounds.
- Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical practice,

impartiality, diversity and respect.

Desirable

- Degree level tertiary qualification in a relevant discipline, e.g., ICT, business administration.
- Relevant Information Technology Infrastructure Library (ITIL®) qualification and/or database specific certification.

- The agency operates 24 x 7 and participation in an on-call roster and some out of hours work may be required.
