Primary objective

Support implementation and operation of Rights of the Terminally Ill (ROTI) services through design, configuration, administration and continuous improvement of the ROTI Information Communication Technology (ICT) platform, data systems and reporting. Provide specialist data management, analytics, reporting and compliance expertise to ensure secure, reliable and effective service delivery.

Collaborate with stakeholders to support implementation, monitoring and continuous improvement.

Key duties and responsibilities

1. Design,



configure and implement the ROTI ICT platform (RED Cap) and associated data systems.
2. Analyse clinical, legislative, policy and operational requirements and translate them into system specifications, workflows, business

rules, data models and technical solutions.
- Develop, administer and continuously improve databases, electronic forms, dashboards and reporting frameworks to support statutory reporting, compliance monitoring, audit, evaluation and business intelligence activities.
- Ensure data integrity, records management, privacy, cybersecurity and governance requirements are embedded within system design and operation.
- Monitor data quality, system performance and utilisation, undertaking data extraction, validation, analysis and reporting to support decision-making and continuous improvement.
- Provide specialist technical advice and recommendations to project teams, governance committees, ICT stakeholders and senior executives regarding system design, reporting requirements, enhancements and emerging issues.
- Collaborate with ICT teams and stakeholders to support system development, integration, testing, user acceptance, enhancement and issue resolution.
- Develop and deliver training, technical documentation and support services to promote effective adoption and use of ROTI systems.
- Contribute to the ongoing enhancement of digital solutions supporting ROTI service delivery and legislative compliance.

Selection criteria

Essential

1.



Demonstrated experience designing, implementing and supporting ICT systems, databases or data management solutions.
2. Demonstrated experience using REDCap or similar electronic data capture, database administration or workflow management

platforms to develop forms, workflows, user permissions and reporting solutions.
- Knowledge of data management, reporting, information governance, privacy and security principles particularly in relation to sensitive information.

1. Experience developing reporting frameworks, dashboards, data extracts and business intelligence products to support monitoring,

compliance, evaluation and decision-making.
- Excellent communication and stakeholder engagement skills to explain technical concepts to non-technical audiences.
- Ability to manage competing priorities and deliver outcomes within project timeframes.

Desirable

1. Knowledge of the Rights of the Terminally Ill Act 2026 and related legislation.
2. Experience in digital health, clinical information systems or government environments.
3. Qualifications in Information Technology, Information Systems, Data Science, Health Informatics or a related discipline.
4. Experience with project delivery, testing, training and change implementation activities.
