Job Description

Your New Role

Reporting to the Chief Executive Officer, the Executive General Manager, Civic Infrastructure will lead a multidisciplinary team to deliver a broad portfolio of complex and high-profile civic, cultural, sporting and placemaking projects across the state.

In addition to delivering the current suite of large-scale, state-shaping projects, the opportunity exists for an incoming EGM to engage and influence upstream to identify and initiate new projects that deliver long term social and economic benefit to Victoria.

The role will include:

- Shaping and originating future civic infrastructure opportunities
- Developing business cases, and assessing feasibility and strategic value
- Developing partnerships, joint ventures and alternative delivery models
- Identifying opportunities to leverage Government capital effectively
- Leading the development and delivery of a complex portfolio of projects
- Providing expert strategic advice to Government and challenging conventional approaches where appropriate
- Building trusted relationships across Government and industry
- Leading and developing a high-performing team while contributing to broader organisational strategy

Desired Skills and Experience

About You

We are looking for a senior executive who combines deep complex project delivery experience with strong commercial,



leadership and strategic capability. You may have developed your career through delivery before moving into development, origination, infrastructure investment, PPPs, commercial leadership or complex public-private partnerships.

You will bring:

- Significant experience across major, complex development and social infrastructure projects
- Strong commercial judgement and an understanding of how projects create value and generate appropriate returns on capital
- Experience across feasibility, business case development, procurement and delivery
- An understanding of partnerships, funding structures, capital and alternative delivery models
- Strong Government-facing experience and confidence navigating and influencing in complex stakeholder environments
- Credibility with senior technical leaders, Boards and influential external stakeholders
- The ability to form a clear view, challenge constructively and provide strategic advice
- An enterprise mindset, with the judgement to stay above project detail while empowering strong leaders beneath you
