Senior Commercial Officer
Grade: 9/10
Salary range: $133,348-146,945 + superannuation and leave loading
Duration: temporary full-time role for up to 2 years
Location: Hybrid with an in-office requirement on Tuesday’s and Fridays in Sydney, Mckell, or as directed. This may be subject to change in line with DCS workplace policies
Lead complex procurement and contract management activities that support critical technology and telecommunications services across NSW.
Partner with stakeholders to deliver high-value procurement outcomes, manage complex contracts and provide expert commercial advice that supports strategic business objectives and project delivery.
About the team
This role sits within the Commercial team in NSW Telco Authority.
The team supports procurement and contract management activities across the organisation and partners with internal stakeholders, suppliers and other government agencies to plan, develop and deliver complex procurement outcomes. The team ensures compliance with NSW Government procurement frameworks and policies while delivering strong commercial and contract management outcomes.
Your responsibilities will include
- Performing end-to-end procurement activities, partnering with stakeholders to plan, develop, source and manage procurement arrangements
- Undertaking business needs assessments, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions
- Reviewing and adapting NSW Government procurement schemes to ensure compliance with policy frameworks and legislation
- Leading the development and implementation of sourcing strategies using best-practice procurement methodologies
- Implementing and managing contract and vendor management frameworks to ensure service delivery is monitored and reported
- Providing expert procurement and commercial advice to support project delivery and business decision-making
- Collaborating with internal and external stakeholders, resolve issues and build procurement capability across the organisation

- Essential Security Clearance: You will be able to obtain and retain minimum Baseline Security clearance within six months to work with sensitive government and critical communications information
- Demonstrated experience leading complex, high-value procurements and contract management activities
- Strong knowledge of the NSW Procurement Policy Framework, governance and probity requirements
- Proven ability to exercise independent commercial judgement and manage risk in an advisory capacity
- Experience negotiating and managing complex contracts and supplier relationships
- Strong stakeholder engagement and influence skills, including engagement with senior executives
- High-level written and verbal communication skills
Nice to have
- Experience in telecommunications and IT procurements
- Category management or strategic sourcing experience
- Familiarity with NSW Government ICT schemes (e.g. SCM0053 or SCM0020) or telecommunications procurement frameworks
- Relevant tertiary qualifications or professional certifications in procurement
