Primary objective In the Northern Territory Government’s shared services model, this role provides executive level leadership, strategic direction, and advice to ensure the effective operation and continuous improvement of whole of government capabilities. This includes overseeing major business systems, shaping government-wide strategy and services, and providing high level guidance on whole of government business system matters.
Context statement
Across Government Systems (AGS) is responsible for managing whole of government, common use business systems for the Northern Territory
Government throughout their lifecycle – from strategy and design through development, release, deployment, maintenance, support and eventual retirement.
Key duties and responsibilities
1. Provide executive leadership for the Across Government Systems division, overseeing people, financial management, and operational delivery to ensure
coordinated provision of whole of enterprise business systems across NT Government agencies.
- Drive a culture of achievement, innovation, and continuous improvement through strong strategic and operational leadership of major business systems.
- Deliver high level strategic advice, and performance reporting to the Deputy Chief Executive to inform priorities and support agency and whole of government agendas.
- Shape strategic direction and drive system reforms to maximise the business value and return of NT Government investment in major whole of government systems.
- Build and maintain effective relationships and collaborative partnerships within DCDD, across government and the private sector to ensure solid client focus and service excellence.
- Represent the agency through active participation in governance committees and national forums, contributing constructively to decision-making and sector-wide initiatives.
- Foster a culture and environment that exemplifies DCDD values of commitment to service, innovation, ethical practice, accountability, impartiality,
diversity and respect; and contribute as a member of DCDD’s executive leadership team.
Selection criteria
Essential
1. Demonstrated extensive experience and capability at a senior executive level,
with the capability to lead high-performing teams and large-scale
operational functions, while maintaining strategic perspective.
- Demonstrated executive-level experience in ICT and or business systems environments, coordinating complex, enterprise-wide business systems,
ensuring effective delivery and alignment across diverse organisational environments.
- Demonstrated and contemporary understanding of global ICT trends – particularly those influencing business systems – and their application to government service delivery within a shared services model.
- A skilled leader with solid personal drive and resilience, able to operate effectively within complex and rapidly changing environments, and drive a culture of professionalism, accountability and achievement.
- Executive experience demonstrating effective communication, strong analytical and critical thinking capability in resolving complex issues and designing pragmatic solutions to improve service delivery.
- Deep understanding of continuous improvement and change management principles and requirements, underpinned by strong personal drive and commitment to the effective implementation of enterprise digital services.
- Relevant tertiary qualification(s) and senior executive experience, or an equivalent combination of substantial relevant senior executive experience,
education and training.
- Demonstrated work ethic and leadership approach which emulates DCDD values of commitment to service, innovation, ethical practice, accountability,
impartiality, diversity and respect.
