Location: Perth, Western Australia
Position Overview:
We are seeking a highly capable, experienced and hands on Senior Development Manager to lead the planning and delivery of a large-scale, master planned land subdivision in Perth, WA. This is a senior strategic and delivery role ideal for a professional with 8+ years’ experience in land development, with a strong grounding in civil engineering, deep expertise in contractor management and programming, and a proven ability to shape and deliver integrated communities The ideal candidate will have extensive experience working on large-scale urban development projects, including master planning, stakeholder negotiation, and engagement with state and local government. A commercial mindset, combined with the ability to lead complex programs and multidisciplinary teams, is essential.
Key Responsibilities:
· Drive the vision, strategy and execution of a major master planned community, from feasibility to delivery.
· Lead the master planning process, coordinating land use, infrastructure, open space, and urban design outcomes.
· Develop and manage development programs, ensuring delivery on time, budget, and scope.
· Oversee the procurement, administration, and performance of contractors, consultants, and service providers.
· Build and manage relationships with key stakeholders including state government agencies, local councils, planning authorities, and utility providers.
· Guide and negotiate through approvals, zoning, infrastructure contributions, and service agreements.
· Monitor and manage financial models, budgets, and project reporting.
· Champion sustainability,
community-building, and placemaking principles throughout the development lifecycle.
· Mentor internal team members and support a high-performance culture.
Key Requirements:
· Feasibility expertise is essential, including the ability to independently undertake and complete end-to-end development feasibility studies.
· Tertiary qualifications in Civil Engineering, Urban Development, or a related discipline. Tertiary qualifications in Civil Engineering, Construction Management, Urban Development, Project Management or a related discipline are preferred.
· Minimum 8 years of experience in residential land development, with a focus on master planned or large-scale projects.
· Proven experience delivering complex, multi-stage subdivisions with infrastructure integration.
· Strong relationships and negotiation history with state and local government in WA.
· Advanced knowledge of contract management, construction methodologies, and infrastructure delivery.
· Expertise in programming and project delivery tools (e.g. MS Project, Primavera, Estate Master).
· Strategic thinker with solid commercial acumen and financial literacy.
· Demonstrated success in leading multi-disciplinary teams and major consultant groups.
Desirable Attributes:
· Familiarity with relevant WA frameworks: DPLH, WAPC, Western Power, local council etc.
· Understanding of community development, housing typologies, and town centre activation.
· Experience with infrastructure coordination, and public-private partnerships.
· Excellent communicator with political sensitivity and stakeholder diplomacy.
