About The Role The Senior Manager Human Resources is responsible for the leadership and management of the provision of operational and strategic advice of Human Resources (HR) functions within Murrumbidgee Local Health District (MLHD).

The role is responsible for the provision of HR services that meet the needs of identified business partners, by providing leadership, direction and operational support to a team of Human Resource consultants. The role also provides high-level advice and solutions in more complex matters, including but not limited to change management initiatives, reform agenda, workforce related policies and procedures, misconduct and performance matters, grading and award interpretation.

The Senior Manager Human Resources is to continually develop and manage the HR function of MLHD to ensure that the HR model of service is optimised through excellent stakeholder engagement, and practice that is contemporary and consistent across MLHD.

The role provides expert advice and guidance to Directors and General Managers when handling the most complex and sensitive matters across MLHD, such as reportable conduct or matters requiring external notifications, and works closely with the Senior Industrial Relations Specialist.

Key Accountabilities

- Lead and manage the Human Resources Business Partner (HR) team to meet service delivery targets whilst maximising performance outcomes, ensuring there are appropriate feedback/communication mechanisms within the HR team including annual performance reviews.
- Oversee the development and implementation of strategy, policy and procedures to support effective and consistent HR practice and decision making, ensuring compliance with relevant policies/procedures, consistency and best practice in human resources, legislative and industrial practices across the LHD.
- Engage with and build relationships with employee organisations to foster effective relations, working closely with the Senior Industrial Relations Specialist.
- Provide leadership, qualified advice, guidance and support to the Human Resources Business Partners and stakeholders on complex or sensitive matters that require a high level of specialist HR expertise and knowledge, including investigations and restructuring.
- Advise,



coach and develop managers and staff, promoting a performance based, responsive and accountable work culture.
- Formulate, develop and deliver education programs in relation to all aspects of employee relations to build MLHD manager and workforce capability.
- Lead continuous review and relevant change management in relation to HR practice improvements based on a comprehensive understanding of customer needs, best practice models and current service metrics/indicators, and provide guidance and support for culture development and workforce change across the organisation.
- Actively participate in the People and Culture leadership team by providing advice and developing strategies to manage broad workforce related issues such as organisational redesign, recruitment, retention and excessive leave strategies in line with the MLHD and People and Culture Directorate plans and objectives.
- Identify business risks and provide expert HR support and advice on complex matters to the LHD, including facilitating the provision of information and coaching to cluster, district leaders and staff on contemporary, accountable people management issues, legislative compliance requirements, Service Check Register and industrial regulations.
- Lead, manage and oversee investigations as well as prepare reports evaluating complaints and alleged employee misconduct in a manner that meets timeframe objectives, procedural and policy requirements and provides for staff safety and well-being.
- Manage the handling of reportable conduct, criminal charges, and Working with Children Check matters related to MLHD employees to ensure compliance with reporting, policy and statutory requirements.
- Guide a proactive approach towards development of positive relations between the MLHD, its employees and their representatives through effective communication and consultation on all key matters relevant to the HR function.

Essential Criteria

- National Police Check.
- Relevant tertiary qualifications in Human Resources and/or equivalent work and study experience.
- Capacity and willingness, including current driver's licence, to travel throughout the locations within MLHD, which may include overnight stays in regional/remote areas.

Selection Criteria





- Demonstrated experience in providing high-quality strategic advice together with operational capability in relation to HR functions across a large and diverse service organisation.
- Significant broad HR experience and effective performance in a senior HR leadership role and management of an HR team. Proven experience in leading and managing employment and industrial negotiations including workplace disputes, grievances and conducting investigations, as well as providing sound advice on related matters within a complex organisation.
- Demonstrated high level communication, interpersonal, sound analytical and problem-solving skills, including demonstrated ability in providing legal advice and representation, including presenting matters and advocating on behalf of the MLHD before industrial and other tribunals.
- Strong conceptual and problem-solving skills, including an ability to respond creatively to issues raised, providing alternate acceptable solutions.
- Proven ability to lead and manage a team of human resources/industrial relations professionals through transformation, driving and inspiring engagement and supporting professional development and growth.
