THE ROLEThe Communities and Families Transformation Program (CFTP) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs). The program will redesign how services are delivered to improve efficiency and outcomes while enhancing compliance and data privacy and security.

The first tranche of work, spanning three years will deliver: replacement of IRIS (the legacy sector case management and reporting system); service design for Child Protection; and complete foundational technology design and build and procurement. Key foundational elements will include capacity to securely store and share information practitioners need to support case planning and service delivery. The program will seek to design reusable technology assets that can be deployed across government.

Future tranches of work will be subject to completion and acceptance by government of subsequent business cases - building on tranche one outcomes to allow progressive completion of the program before legacy systems must be decommissioned.

The Senior Finance Officer supports the Procurement and Governance team to deliver key objectives relating to the procurement of contracts to deliver high quality products which meet the department's requirements for transformation and enhancement of ICT assets. The Senior Finance Officer will be expected to provide financial and budget advice to the Communities and Families Transformation Program, monitor and identify financial risk in the procurement of services through preparing and loading journals, reporting of budget performance data, and maintaining the departments chart of accounts. The Senior Finance Officer will also be required to provide advice on financial data for publication in the State Budget Papers and the Department's Annual Financial Report.

Working within the Procurement and Governance team, the Senior Finance Officer will be expected to support in the development and monitoring of budgets, provide advice and report on financial positions, coordinate analysis of financial data, and provide commentary on variances or trends observed in financial information.

This will also include supporting the Manager, Procurement and Governence in providing financial anlysis to support strong governance and partnership with key stakeholders across government and external services. budget advice to internal program areas, interpreting policy and corporate operational frameworks to provide advice to the divisional executive, senior managers and key stakeholders.

The role will be expected to manage departmental funding systems, including maintaining best practice process integrity and systems. The role will support the team in financial reconciliation and monitoring of budget expenditure,



working closely with the Senior Commercial and Vendor Specialist to ensure value-for-money services which are delivered within budget and meet the department's financial obligations.

The role requires balanced judgement of a range of financial and non-financial factors, taking into account the total advantages and costs over the life of the goods, services or works procured, environmental, social and economic factors, and any risk related to the procurement process. The role will require monitoring and evaluation of vendor processes and require strong partnership with contracted service providers to ensure timely and high-quality products. ACCOUNTABILITIES INCLUDEOversee the timely and accurate completion of complex account reconciliations, annual account working papers, financial reports, briefings and other ad hoc reports and correspondence.

Manage transactions using departmental corporate systems and whole of government online banking and financial systems, maintain financial systems that support delivery of best-practice, contemporary financial management and services and identify issues and opportunities for improvement.

Liaise with a diverse range of internal and external stakeholders and ensure a high level of client service delivery.
