Our Business
The Business Engagement and Performance Branch is the strategic engine room of Council's Corporate Services Group. It sets the standard for governance, portfolio management, and delivery excellence, ensuring Council's operating model is future-ready and aligned to community priorities.
The Role
Reporting to the General Manager, Business Engagement and Performance, the Senior Manager, Enterprise Portfolio Management Office (EPMO) is a key executive leadership role responsible for providing enterprise-wide oversight of Brisbane City Council's portfolio of strategic projects, programs and transformation initiatives valued at up to $2 billion annually. Leading the EPMO within the Business Engagement and Performance Branch, you will drive portfolio governance, investment prioritisation, performance reporting and benefits realisation to ensure Council's resources are directed to initiatives that deliver the greatest value for Brisbane and its communities.
Working closely with senior executives, governance bodies and key stakeholders, you will provide strategic advice, strengthen organisational capability and embed best practice portfolio management, assurance and change frameworks across the organisation. This role offers the opportunity to influence major investment decisions, enhance delivery excellence and play a pivotal role in advancing Council's transformation agenda and long-term strategic objectives.
To be successful you will have:
Significant experience leading an Enterprise Portfolio Management Office (EPMO), PMO, transformation office, or large-scale strategic portfolio within a complex organisation
Proven success in portfolio governance, investment prioritisation, benefits realisation, risk management, and delivery assurance




Demonstrated ability to influence and partner with senior executives, governance bodies, and key stakeholders to drive strategic outcomes
Strong leadership experience building high-performing teams, developing capability, and fostering a culture of accountability and continuous improvement aligned to Council's Leadership Blueprint
Experience leading organisational transformation and embedding best-practice portfolio, program, project, and change management frameworks
Well-developed commercial and financial acumen, with experience overseeing significant investment portfolios, budgets, and resources
Exceptional communication, stakeholder engagement, and relationship management skills, with the ability to operate effectively in complex and politically sensitive environments
A strategic mindset with a passion for driving innovation, delivery excellence, and measurable value for the organisation and community.
