About the team
The Anti-Dumping Commission
We are Australia’s trade remedies authority, the Anti-Dumping Commission (the Commission). We support the Australian economy by securing a level playing field for local industry by:
- undertaking investigations into allegations of unfair international trade practices involving goods entering Australia
- administering Australia’s anti-dumping legislation.
- Professionalism, excellence and independence underpin the Commission’s world-class reputation.

The Strategy and Operations Branch
The Strategy & Operations Branch plays a critical role in supporting the Commission’s core activity of undertaking trade remedies investigations. The Branch leads the Commission’s efforts to realise our Strategic Plan, ensuring we respond swiftly to developments while upholding Australia’s trade remedies system with the highest integrity.

The Culture and Capability Team
The role of the Culture & Capability (C&C;) team is to ensure the Commission staff have the necessary technical and other skills to enable the Commission to deliver on its core activities effectively. The team is dedicated to cultivating a high-performing workforce guided by integrity and innovation.
We provide expert services that:
- Develop and build organisational capability: Deliver comprehensive training programs, both online and in-person, that build technical expertise, leadership acumen, and professional development.
- Champion culture and values: Advance the Commission’s culture strategy and plan by embedding our core values and promoting a workplace of accountability and integrity.
- Elevate recruitment and retention:
Design forward-thinking talent strategies to attract, develop, and retain a diverse range of skilled professionals.
- Enhance communication and connectivity: Coordinate all-Commission events, ongoing communications, and training initiatives–including managing our SharePoint InfoHub and connectivity series–to keep staff informed, engaged, and connected.
- Leverage shared resources: Work seamlessly with DISR to optimise shared functions and resources, ensuring effective and efficient outcomes.
- Strengthen inclusion and collaboration: Put diversity and inclusion at the heart of our operations, ensuring a welcoming environment where all perspectives are valued and collaboration across teams inspires fresh ideas.

The opportunity
We are seeking a high-performing, strategic and values-based leader who brings energy, integrity and a cooperative mindset to coordinate and drive delivery of culture, capability and workforce initiatives across the Commission.
The role provides a coherent, portfolio-level delivery approach across connected initiatives, including planning, sequencing, governance and reporting, and the active management of risks, issues and dependencies, in a dynamic environment.
Working closely with the Culture and Capability team including the Director, (EL2), the Learning and Capability Assistant Director (EL1), and business stakeholders more broadly, the role enables coordinated execution of initiatives aligned to the Commission’s 2025-28 Strategic Plan, particularly those that lift technical capability, embed values and strengthen a connected culture.
This includes designing and coordinating the most effective delivery pathway for a diverse portfolio of strategic workforce and capability initiatives, including the capability framework, induction and onboarding uplift, structured learning programs, workforce and skills planning, and knowledge management improvements. Success depends on balancing competing priorities, identifying risks, dependencies and resource constraints, and sequencing work to maximise outcomes and sustainable delivery. Success relies on bringing people together, supporting initiative leads, fostering collaboration across teams, and creating shared ownership and accountability for results.
Operating with a high-degree of autonomy, you will exercise sound judgement and provide strategic delivery advice that influences outcomes across business areas. You will be adaptable, pragmatic and outcomes focused, modelling professionalism and high integrity, and communicating in a way that reflects the Commission’s values.
Our ideal candidate
Experience
- Experience delivering or coordinating complex programs or projects.
- Experience managing multiple workstreams, dependencies and timelines.
- Experience in reporting and development of high-quality project materials, including executive briefs and status reporting.
- Experience managing staff to support the delivery of projects and initiatives, including setting priorities,
providing guidance, monitoring progress and maintaining accountability for outcomes.
- Experience engaging and influencing stakeholders.
Skills and knowledge
- Strong delivery management and governance capability.
- Ability to take a portfolio view and drive outcomes.
- Strong communication and organisational skills.
- Sound judgement, resilience and adaptability, with the ability to operate independently in a dynamic environment.
What you will do
Portfolio delivery and coordination
- Lead planning, sequencing and coordination of multiple culture and capability initiatives that support Strategic Plan outcomes.
- Maintain delivery plans, milestones and dependencies.
- Support initiative leads to translate culture and capability objectives into delivery actions, ensuring sequencing, dependency management and alignment across capability definition, onboarding, targeted uplift and continuous improvement streams.
Governance and reporting
- Manage governance, decision points and delivery reporting.
- Provide clear reporting on progress, capability uplift and culture outcomes, including risks and issues.
- Develop and maintain high-quality project documentation and briefing materials.
- Lead engagement with Executive stakeholders, including providing delivery reporting, advice on risks and dependencies, and recommendations to support governance and decision-making.
Risk and dependency management
- Identify and manage risks, issues and dependencies.
- Support decision-making through clear advice and options
Stakeholder engagement
- Work with stakeholders to support coordinated delivery.
- Build relationships and influence outcomes across teams.
Continuous improvement
- Embed practical delivery disciplines and templates.
- Drive continuous improvement across delivery practices.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.
The department does currently offer flexible work opportunities for many roles. This vacancy is Canberra and Melbourne based.
