About the Role

The role will involve facilitating delivery management processes, including governance and prioritisation with senior business stakeholders. The Delivery Manager will lead and oversee the delivery of contractual milestones through multiple development teams, both internal and externally managed by vendors. They will ensure that delivery is executed in accordance with the program's governance processes and aligned with the contractual obligations and commercial arrangements.

The Delivery Manager must possess exceptional software delivery experience and in-depth knowledge and understanding of release management. They will be responsible for identifying and managing dependencies across application components, planning and executing the delivery of releases through all environments and managing the delivery into production.

The Delivery Manager will ensure that delivery teams, both internal and external, adhere to software development lifecycle best practices, agile methodologies, and approved governance processes. This includes ensuring ongoing stakeholder engagement throughout the delivery phases, conducting showcases, ensuring teams meet their definition of done, completing documentation before promoting to upper environments, and adhering to deployment notes and operational handover processes. They will maintain accountability of core stakeholders and delivery partners at each step of the delivery process, ensuring they deliver according to the agreed plan.

Additionally, the Delivery Manager will be responsible for enhancing delivery processes and procedures and generating necessary reporting and data for stakeholders across the portfolio. This includes reporting on delivery, vendor management, release management, solution design, and overall project coordination.

They will need to work closely with Executives, technical and business Subject Matter Experts to plan and communicate across all streams, including dependencies and impacts. They will be expected to use their experience in blending traditional project principles and practises with a tailored Agile development approach to fit large, complex, business-critical projects with the appropriate level of planning and provide the right balance of agility and predictability.

The primary duties and responsibilities of the Delivery Manager are outlined in the Role Requirements and Capabilities Activities" section, with additional support given to the Director, Early Childhood Education Delivery Services by carrying out any additional tasks at their discretion.

Attributes

- Leading and overseeing the day-to-day delivery of deliverables, both internal and externally managed by vendors.
- Ensuring that delivery is executed in accordance with the program's governance processes and aligned with the commercial arrangements.
- Liaising and planning with Information Management and Technology Division to deliver internal activities and dependencies, ensuring they are aligned to the critical path. These include establishment of all SDLC environments, integration work, security assessments and assurance.
- Identifying and managing dependencies across application components, planning,



and executing the delivery of releases through all environments, and managing the delivery into production.
- Ensuring that delivery teams, both internal and external, adhere to software development lifecycle best practices, agile methodologies, and approved governance processes.
- Maintaining accountability of core stakeholders and delivery partners at each step of the delivery process, ensuring they deliver according to the agreed plan.
- Enhancing delivery processes and procedures and generating necessary reporting and data for stakeholders across the portfolio. This includes reporting on delivery, vendor management, release management, solution design, and overall project coordination.
- Management of demand for enhancements or change across the Early Childhood Systems Portfolio

facilitating demand management processes, including governance and prioritisation with senior business stakeholders.

- Analysing and estimating prioritised demand to support decision-making by business executives.

Desirable Qualifications and Experience

Essential:

Due to the seniority of the role, it requires a minimum 5 years' experience in the following essential requirements:

- Extensive demonstrated experience in Delivery Management for complex IT programs, with multiple concurrent project streams and technology products
- Strong stakeholder management, negotiation and influencing skills, including with senior level stakeholders

- Experience in multi-stream release management activities such as scheduling, roadmaps, demand management and prioritisation.
- Experience in designing processes and system improvements that deliver tangible benefits to end-users and customers.

- Strong demonstrated knowledge in the end-to-end Software Delivery Life Cycle (SDLC) and experience in blending traditional project principles and practises with a tailored Agile development approach to fit large, complex, business-critical projects.

- Proven experience in Change Management within an Information Technology environment

- Demonstrated experience in resource capacity planning and forecasting.

- Strong written and oral communication skills

- Organisation skills and ability to multi-task and adhere to tight deadlines.

- Strong analytical and problem-solving skills and the ability to achieve outcomes in large complex environment with competing priorities.

- Strong continuous improvement, delivery and outcomes focused mindset.

- Experience using collaboration and tracking tools, such as Jira, Confluence, ServiceNow, etc.

Essential:

- Experience with technical systems development including project planning, delivery and technology support.

- Relevant tertiary qualification in Leadership, Business, Information Technology or Project Management.

- Accreditation Agile Certification

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Division

The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools. The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.

IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

This position sits in the Early Childhood Education Digital Services Branch. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).
