SETS Manager, Settlement Engagement and Transition Support Manager

The SETS Manager is a senior operational and program leadership position responsible for the overall management, delivery, quality, compliance and performance of the organisation's Settlement Engagement and Transition Support (SETS) program.

Reporting directly to the Chief Executive Officer, the SETS Manager provides leadership to a team of approximately 7- 10 staff and is accountable for ensuring the program achieves its contractual, operational and client-outcome objectives.

The position is responsible for translating Department of Home Affairs SETS requirements into effective service delivery, leading workforce performance, managing program resources, maintaining strong stakeholder relationships, overseeing complex client matters, and ensuring compliance with funding, governance, safeguarding and organisational requirements.

The SETS Manager will work closely with the CEO and senior leadership to identify emerging settlement needs, manage program risks, strengthen service partnerships and contribute to the organisation's broader strategic direction.

Established in 1984, Arabic Welfare is an ethno-specific community organisation dedicated to supporting Arabic-speaking refugees, humanitarian entrants, migrants and their families to establish safe, connected, independent and fulfilling lives in Australia.

We support individuals and families from diverse Arabic-speaking countries to realise their aspirations and participate fully in Australian society. In-depth knowledge of the welfare sector, settlement, migrant and refugee support services, and service navigation, including program development, implementation and evaluation.

Demonstrated experience designing and delivering programs, evaluations, information sessions, group work and case management.

Ability to identify and respond to emerging community needs.

Strong stakeholder engagement skills and demonstrated ability to build and nurture relationships and partnerships with community, health, employment and education service providers, including schools and AMEP providers, as well as community and faith leaders.





Demonstrated leadership experience managing multidisciplinary teams and collaborating effectively with interdisciplinary teams to support positive client outcomes.

Excellent written and verbal communication skills, including report writing and presentations.

Bilingual fluency in Arabic and English.

Relevant tertiary qualification in social work, community development, psychology or a related discipline.

Experience managing government-funded programs, including contractual reporting requirements, budgets, resources and program performance.

Willingness and ability to work flexible hours, including evenings, weekends and other work-related commitments.

Current driver’s licence and willingness to use own vehicle for work.

Experience as a registered migration agent is a plus.

People with lived experience of migration or refugee experience are encouraged to apply

Key Selection Criteria

1. Strategic and Operational Leadership

Provide overall leadership and direction for the SETS program.

Report directly to the CEO on program performance, risks, opportunities and emerging issues.

Develop and implement annual operational plans aligned with organisational strategy and SETS requirements.

Translate Commonwealth program requirements into effective operational systems and practices.

Monitor program performance against contractual targets, outcomes and organisational KPIs.

Identify service gaps and opportunities for innovation and continuous improvement.

Contribute to organisational strategic planning and service development.

2. Leadership of the SETS Team

Directly manage and provide leadership to approximately 7-10 SETS employees.

Establish clear performance expectations, priorities and accountabilities.

Conduct regular supervision, performance reviews and professional development.

Build a high-performing, collaborative and culturally responsive team.

Address performance issues appropriately and in accordance with organisational policies.

Manage workforce planning, recruitment, induction and staff development.

Ensure staff wellbeing, professional boundaries and safe work practices are maintained.

Support the team in outreach locations.

3. Contract Management

Maintain organisational compliance with SETS contractual and program requirements.

Monitor service delivery against agreed outputs, outcomes and performance measures.

Ensure accurate and timely program reporting and documentation.

Prepare reports and briefings for the CEO and relevant governance bodies.

Coordinate responses to program reviews, audits and funding-body requests.

Ensure staff understand and implement relevant SETS policies, guidelines and procedures.

Maintain appropriate evidence and records to demonstrate program performance and compliance.

4. Financial and Resource Accountability

Monitor the SETS budget and program expenditure.

Work with the CEO to ensure appropriate financial management of the program.

Ensure staffing and other resources are aligned with program requirements.

Identify financial and resource pressures and recommend appropriate responses.

Ensure expenditure is consistent with funding and organisational requirements.

5. Client Outcomes and Complex Matters

Oversee high-quality settlement support across the program.

Monitor client outcomes and service effectiveness.

Provide leadership on complex, sensitive and high-risk client matters.

Ensure appropriate referral and escalation pathways are maintained.

Promote client dignity, self-agency,



independence, safety and wellbeing across all program delivery.

Ensure services are culturally responsive and trauma-informed.

6. Community Development and Advocacy

Promote participation, inclusion, independence and community connectedness.

Support community-led initiatives and capacity-building activities.

Engage with community and faith leaders for stronger collaborations to better serve Arabic speaking communities.

Identify systemic barriers affecting clients and communities.

Advocate for improved access to mainstream and specialist services.

Contribute to broader sector discussions and community development initiatives.

7. Partnerships

Develop, maintain and strengthen strategic partnerships with government agencies, community organisations, settlement services, schools, AMEP providers, health services and other key stakeholders.

Identify and pursue opportunities for collaborative projects, service integration and community capacity-building initiatives.

Foster strong working relationships with community and faith leaders to enhance service accessibility, responsiveness and community trust.

Represent the organisation in partnership discussions and ensure collaborative activities align with organisational and SETS objectives.

8. Sectoral Networking

Actively participate in relevant settlement, multicultural, community services and cross-sector networks.

Maintain current knowledge of emerging trends, policy developments and best practice within the settlement and community services sectors.

Share sector intelligence, opportunities and emerging issues with the CEO and broader team to inform program planning and service delivery.

Promote the organisation's leadership, expertise and contribution within the settlement and multicultural service sector.

9. Stakeholder and Sector Leadership

Represent the organisation and SETS program with government and sector stakeholders.

Develop and maintain strategic relationships with community and mainstream services.

Build partnerships with health, education, housing, employment, legal and other relevant services including AMEP providers.

Represent the organisation at relevant networks, forums and consultations.

Identify opportunities for collaboration and improved settlement outcomes.

10. Risk, Safeguarding and Governance

Maintain effective risk-management systems within the SETS program.

Ensure appropriate management and escalation of incidents, complaints and serious risks.

Ensure child safety, safeguarding and client protection requirements are embedded in service delivery.

Ensure compliance with privacy, confidentiality, work health and safety and relevant legislation.

Escalate significant risks and issues to the CEO promptly.

Role Accountability

The SETS Manager will maintain regular communication with the CEO and provide timely advice regarding:

Program performance and contractual obligations.

Budget and resource requirements.

Workforce management and staffing matters.

Client safeguarding.

Operational and strategic risks.

Stakeholder relationships.

Emerging community needs.

Opportunities for service improvement and organisational growth

Support the CEO in developing strategic initiatives that strengthen organisational sustainability and growth.
