We are seeking skilled Policy and Reform professionals at APS6 and EL1 levels to contribute to significant policy development, implementation and reform initiatives within a national government environment.

This is an opportunity to use your policy expertise, analytical capability and stakeholder engagement skills to contribute to work that supports improved outcomes for people with disability.

About the roleWorking within a dynamic policy and reform environment, you will contribute to the development and implementation of strategic policy, projects and reform initiatives. You will work closely with internal and external stakeholders to develop practical solutions, provide high-quality advice and support the delivery of key priorities.

Depending on your level of experience, the role may involve leading policy projects and teams, influencing stakeholders and providing strategic advice, or contributing to complex policy development and implementation under limited guidance.

Key responsibilities

Your responsibilities may include

- Developing and implementing policy, strategies, projects and reform initiatives within a complex and changing government environment.
- Leading or contributing to reform projects and initiatives from development through to implementation.
- Undertaking complex policy analysis and using data, research and technical information to develop evidence-based recommendations.
- Preparing high-quality policy papers, reports, briefings, presentations, corporate documents and correspondence for government audiences.
- Providing clear, well-reasoned policy advice and recommendations to support decision-making.
- Identifying, developing and maintaining strong relationships with internal and external stakeholders.
- Designing, contributing to and/or leading stakeholder engagement activities.
- Engaging with stakeholders to influence outcomes, negotiate practical solutions and support effective policy implementation.
- Applying sound judgement to assess risks, resolve complex and sensitive issues and make informed decisions within appropriate governance frameworks.
- Working collaboratively across teams and contributing to a positive, high-performing team culture.
- At EL1 level, providing leadership, planning and resource management, supervising staff and/or contractors, and contributing to broader branch leadership and strategic priorities.

About you You will be an experienced policy professional with strong analytical,



conceptual and problem-solving skills and the ability to work effectively in a complex and evolving environment.

You will ideally bring

Experience developing and implementing policy, reform initiatives, projects or programs within government or a similarly complex environment.

The ability to rapidly translate high-level thinking into strategic products for senior executives and Ministers, including papers, reports, presentations, briefings and correspondence.

Strong analytical and conceptual capability, with the ability to work at pace using hypothesis-led or other structured problem-solving methods.

- The ability to use available information effectively to assess issues, identify options and develop clear recommendations.
- Demonstrated experience preparing high-quality written products that clearly and succinctly convey complex issues.
- Strong stakeholder management expertise, including the ability to build unified positions, communicate confidently and respond constructively to feedback.
- Excellent written and verbal communication skills.
- Strong judgement and the ability to make sound decisions in complex, sensitive or politically informed environments.
- The ability to flexibly adapt to, respond to and lead changing priorities.
- The ability to quickly build and maintain productive stakeholder relationships.
- Demonstrated capacity to work effectively with limited direction.
- Experience working with program governance and/or project planning methodologies would be desirable.
- Coaching and/or leadership capability would be desirable, particularly for EL1-level applicants.
- Knowledge of, or experience in, the disability reform environment would be highly regarded.
- Experience delivering complex procurement activities, with an understanding of the relevant political and operating context, would be highly regarded.
- Experience working with legislation and/or legislative frameworks.
- Knowledge or experience relating to strategic commissioning and/or Commonwealth procurement would be highly regarded.
- For EL1-level applicants, demonstrated experience leading people,



projects or significant policy and reform initiatives will be highly regarded.

A relevant tertiary qualification is desirable, although equivalent relevant experience will be considered. Why join this opportunity?

Roles are full-time business hours and available at both APS6 and EL1 equivalent offering $61.86 per hour for APS6, and $80.39 per hour for EL1. Hybrid options are available after training, with base offices available in any NDIA office Nationally including Brisbane, Gold Coast, Ipswich, Sunshine Coast, Cairns, Toowoomba, Townsville and Lismore. These positions are through to 31st December 2026 with view to extension.
