Primary objective
Lead the strategic oversight of externally delivered programs, including Stars and Clontarf, that enhance outcomes for Aboriginal and Torres Strait Islander students, with a focus on contract management, program performance, evaluation, and fostering strong stakeholder relationships.
Context statement The Strategic Engagement Partnerships unit provides strategic leadership and oversight of key externally delivered programs that support student engagement and participation in education. This includes management of partnership agreements, program monitoring, contract management, evaluation activities, and other initiatives that strengthen student voice and support positive education outcomes
Key duties and responsibilities
1. Manage the development, implementation, monitoring, evaluation and reporting of Clontarf and Stars programs and
partnership agreements, including oversight of contracted service providers and stakeholder engagement.
1. Provide a high degree of leadership and support to utilise contemporary management skills to manage staff performance and
build effective team relationships, achieve multi-skilling and manage change effectively.
1. Review program a performance, including contract compliance and service delivery outcomes, and identify opportunities for
continuous improvement.
1. Develop and maintain effective cooperative internal networks and relationships, including regions, schools, cross-government
agencies, non-government organisations, Aboriginal organisations, Commonwealth and state and territory stakeholders.
1. Coordinate, prepare and provide strategic and operational advice on correspondence, briefings, submissions, reports, program
evaluations and communication materials, and contribute to high-level internal and external reporting.
Selection criteria
Essential
1. Demonstrated ability to lead and manage highly complex projects and programs, including strategic planning, program design,
implementation, contract management, performance monitoring, evaluation and reporting across a diverse portfolio of initiatives.
1. Demonstrated high-level interpersonal, negotiation, consultation and communication skills, with the ability to provide strategic
advice and prepare complex briefs, evaluations, reports and recommendations to inform senior executive and government decision-making.
1. Demonstrated knowledge of government systems, public sector legislation, policy and governance requirements, including
contract management, financial management, risk management, information management and performance reporting frameworks.
1. Demonstrated experience in reviewing program effectiveness, analysing performance and outcome data, and providing
evidence-based recommendations to support continuous improvement, future policy development and funding decisions.
1. Demonstrated ability to work effectively within a cross-cultural environment and establish strategic partnerships with a broad
range of internal and external stakeholders, including Aboriginal communities and organisations, with a strong understanding of Aboriginal culture, family and community structures. Desirable
1. A degree in social science or other relevant discipline.
2. Contemporary knowledge of relevant legislation, policies and procedures, including the Indigenous education reform agenda.
