Primary objective

Lead and manage whole-of-government data reform activities to strengthen the Northern Territory Government’s data sharing and governance arrangements, including related legislative, policy and governance settings. The role supports safe and lawful data sharing across government, organisations and the public.

The role supports a significant whole-of-government reform program and requires strong stakeholder engagement, clear communication, policy analysis and practical delivery skills. It works with NT Government agencies, senior leaders and other jurisdictions to inform data reform priorities and support alignment with national data sharing initiatives.

Key duties and responsibilities

1. Support reform of whole-of-government data sharing and governance arrangements, including relevant legislation,

policies and frameworks.
- Manage reform activities, including planning, stakeholder communication, engagement, reporting, presentations,





workshops and drafting plain English documents.
- Provide high-level advice on complex data policy and legislation matters to support reform planning, decision-making and implementation.
- Engage with NT Government agencies and other jurisdictions to gather information, analyse issues and identify practical reform options.
- Coordinate consultation, user research and user-centred design activities, and prepare documents that support strategic policy advice and practical reform decisions.
- Build and maintain effective working relationships with agencies, research bodies, industry and intergovernmental stakeholders to support shared outcomes.

Selection criteria

Essential

1. Demonstrated ability to support reform of relevant legislation, policy or governance arrangements.
2. Ability to provide sound advice on legal, policy and governance matters, supported by strong written and verbal

communication skills.
- Well-developed interpersonal skills, including the ability to work with diverse stakeholders, influence change and build cooperative partnerships.
- Highly organised, with excellent attention to detail and the ability to manage competing priorities, meet deadlines and apply analytical thinking to solve complex problems.
- Demonstrated ability to consult with users and stakeholders, conduct user research and apply insights to inform policy,

regulatory or service design.
- Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical practice, accountability, impartiality, diversity and respect.

Desirable

1. Qualifications in law or another discipline relevant to data, privacy, policy or governance.
