Primary objective The District Manager provides high level advice, leadership, coordination, integration and oversees the effective and efficient delivery of primary health care services for Urban Health.
Key duties and responsibilities
1. Provide strategic advice to the Director of Urban Services on service delivery issues, sensitivities and risks.
2. Responsible for all financial, recruitment, operational, risk and administrative management aspects.
3. Lead and manage the Urban Health team in the achievement of required outcomes including Accreditation Standards,
Memorandums of Understanding and Service Delivery Agreements.
1. Proactively manage politically and culturally sensitive issues and complaints.
2. Develop and maintain effective collaborative partnerships with key stakeholders such as Department of Health, other Health
Services, federal government agencies, non-government sector organisations and service providers.
- Contribute to the planning and implementation of the Urban Health operational business plans.
1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken
in order to ensure high quality, safe services and workplaces.
- Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Proven experience in delivering a complex primary healthcare service or similar service, in a culturally and geographically
diverse environment.
- Proven experience in leading/managing a culturally and professionally diverse team to deliver agreed primary health care outcomes.
- Effective resource management including financial, infrastructure and human resources.
- Proven experience in developing and implementing primary healthcare policies, strategies, planning and programming for the achievement of strategic outcomes.
- Demonstrated proficiency in the preparation of complex correspondence e.g. Ministerial briefs, high level correspondence and reports.
- Well-developed presentation and communication skills and the ability to effectively negotiate and communicate with a range of stakeholders.
- Hold a current driver’s licence and ability to fly in small aircraft.

1. Degree in Allied Health e.g. Social Work, Physiotherapy, Speech Pathology, Social Sciences etc; with the required registration
and/or membership authorising professional practice, where applicable.

Provides a recognised reference point and consistent broad level of influence regarding service planning and delivery to multi-
disciplinary clinicians across a defined practice area.
Context statement The Nurse Management Consultant has regional responsibility and provides high level advice, leadership, co-ordination, integration as well as oversee the effective and efficient delivery of primary health care services for Urban Health. Applicants must have experience in the management and leadership of complex primary health care services in diverse environments to deliver agreed primary health care outcomes.
Key duties and responsibilities
1. Provide contemporary human, material, and financial resource management for defined area of practice.
2. Support delivery of excellence in nursing/midwifery care by modelling advanced knowledge, skills, and behaviours for the
provision of client care and facilitating less experienced staff to develop appropriate skills, knowledge, abilities, and attitudes. 3. Demonstrate NTH values - secure; responsive; kind – in all decision-making and interactions with consumers and colleagues

- Demonstrated ability to analyse service performance and implement evidence based initiatives to improve client outcomes,
program functions, and organisational efficiency.
- Demonstrated ability to facilitate a positive work environment, modifying work practices where necessary to meet the needs of healthcare consumers and staff.
- Demonstrated use of effective communication skills to maximise productive working relationships, including with relevant specialists and executive management, and manages conflict to promote co-operation, teamwork and understanding.
- Demonstrates and applies highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities that influence health care provision for individuals and groups.
Desirable
1. Graduate Diploma, or equivalent, beyond entry to practice relevant to specialty area.
