The Opportunity The Capability Planner and Governance Officers play a key role in shaping organisational capability, strengthening governance, and supporting strategic decision-making. Working across diverse stakeholders, you'll identify opportunities for improvement, develop practical solutions, and help ensure our organisation is well-positioned to achieve its goals now and into the future.

There are multiple roles for the Capability Planner and Governance Officers within REDSPICE Branch across multiple sections to support ASD’s governance and cabinet submissions on a range of projects. REDSPICE Branch sits within the wider Portfolio and Resilience Division of the Capability and Transformation Group.

Strategic Engagement:

Strategic Engagement section works with broader government on REDSPICE and other ASD capability projects. Key deliverables include submissions and board papers, as well as various parliamentary and ministerial briefs.

Major Capability Planning:

Major Capability Planning section is responsible for planning all future ASD projects that are a part of the Defence Integrated Investment Program (IIP). This involves scoping requirements, engaging with internal and external stakeholders and the drafting of all relevant documentation to take to government for approval.

Major Program Governance:

Major Program Governance section provides secretariat functions to all major programs within ASD. The section coordinates governance committees and boards and ensure governance frameworks are adhered to. In addition, this team ensures minute taking, action items and decisions are recorded accurately to ensure senior stakeholders can make informed decisions.

This work directly shapes the future of ASD and has very high interest from ASD’s senior leaders. The role will offer:

- Strong familiarity with broader ASD, Defence and whole-of-Government process, priorities, strategic direction.
- Exceptional understanding of the RESPICE program, ASD projects and ASD at an agency level.
- Exposure to how broader Defence and Government works.

The teams are currently dispersed across Brisbane, Canberra and Melbourne. The position may require travel.

There will be a requirement to be in the office full time due to the nature of information you will be dealing with.

ASD6 Capability Planner and Governance Officer An ASD6 Capability Planner and Governance Officer is accountable under broad direction to perform and achieve complex governance, planning, analytical and advisory work within an integrated workforce. They will have a strong understanding of, and commitment to, legislative frameworks, government decision-making processes, and ASD's mission, policy and capability requirements.

The ideal candidate will demonstrate initiative, sound judgement and professionalism when interpreting policy, applying governance and capability planning practices, and managing complex pieces of work. They will be capable of providing detailed technical, professional and policy advice, while contributing to strategic planning, program and project management, governance activities, and policy development.

They will possess strong analytical and problem-solving skills, with the ability to work independently, manage competing priorities and deliver high-quality outcomes. They will be adaptable, outcomes-focused, and able to apply critical thinking to support informed decision-making and continuous improvement.

The successful candidate will have well-developed stakeholder engagement and communication skills, with the ability to build and maintain productive relationships across a diverse stakeholder group. They will be effective at identifying, anticipating and responding to stakeholder needs, navigating complex or sensitive issues,



and working collaboratively to achieve organisational outcomes.

They will demonstrate professionalism, accountability and a commitment to continuous learning, contributing positively to team outcomes while striving for excellence in their own performance and professional development.

EL1 Capability Planner and Governance Officer An EL1 Capability Planner and Governance Officer is accountable under broad direction to perform and achieve very complex governance, planning, written and analytical work within an integrated workforce. They will possess an in-depth knowledge of and ensure compliance with legislative frameworks, government decision-making processes, and ASD's mission, policy and capability requirements.

The ideal candidate will exercise a considerable degree of independence and perform as a subject matter expert, applying sound judgement and decision-making to provide expert advice on complex governance, capability planning and policy matters. They will have demonstrated experience in developing, implementing, reviewing and improving policies, procedures, frameworks and planning activities, and will contribute to strategic planning, program and project management, and organisational outcomes.

They will be highly skilled in complex problem solving and issues management and have the ability to lead or coordinate sensitive projects that may have strategic, operational or political implications. The successful candidate will be capable of leading teams, coaching staff and fostering a culture of continuous improvement, accountability and professional development, while ensuring the effective use of resources to achieve outcomes.

The ideal candidate will also have robust stakeholder engagement and relationship management skills, with the ability to identify stakeholder needs and expectations, communicate effectively, and develop practical approaches to achieve business outcomes.

They will demonstrate professionalism, integrity and resilience, and actively contribute to the ongoing development of their work area, colleagues and themselves.
