Primary objective

Provide high level strategic advice, leadership and management in provision of efficient and effective procurement practices and service for Northern Territory Government client agencies.

Context statement The Agency Procurement Services (APS) team is a centralised procurement function within the Commercial Services Division of the Department of Corporate and Digital Development (DCDD). The team partners with NTG staff to deliver practical procurement services that help agencies identify their requirements, navigate procurement processes and source goods and services needed to support their agency’s service delivery.





Key duties and responsibilities

1. Provide strategic leadership and expertise in contemporary procurement practices including strategy development, planning,

tender evaluation, debriefing and contract administration.
- Manage a team of procurement professionals ensuring delivery of an effective and effective service compliant with statutory and business requirements.
- Build and maintain strong relationships to ensure effective customer focused service delivery, including collaborative and professional relationship with our customers, and internal and external stakeholders.
- Manage a range of major tenders from procurement planning through to award.
- Identify and contribute to cutting-edge solutions and required strategies to improve client agency strategic procurement maturity levels.
- Provide advice, contribute to strategic and operational planning, and policy development.
- Contribute to process improvement activities to develop and embed consistent and contemporary whole of government procurement services in support of client agency requirements.
- Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Essential

1. Demonstrated leadership skills that foster a constructive workplace culture,



inspire and motivate a sense of purpose and enable

staff to deliver customer focused services and achieve required outcomes.
- Demonstrated experience providing high quality technical advice and leadership on procurement strategy and execution in accordance with procurement policy and frameworks.
- Demonstrated ability to effectively lead and implement change across an organisation, including delivery of appropriate levels of training to promote an agency culture that values information.
- Well-developed knowledge and experience in guiding and leading high level/complex strategic sourcing projects, including ability to analyse and report on complex issues, evaluate associated benefits and strategies.
- Demonstrated high level of interpersonal and communication skills, including negotiation, written communication, conflict-

resolution and problem-solving abilities to drive improved procurement capability in DCDD and with our customers.
- High level of computer literacy with experience in using Microsoft Office suite of products and procurement, contract management and information management products.
- Demonstrated work ethic and attitude emulating DCDD values of commitment to service, innovation, ethical practice,

accountability, impartiality, diversity and respect.

Desirable

1. Qualification in procurement, business, public administration or related discipline.
