About the position

Following the Commonwealth Government's intention to strengthen TEQSA's regulatory monitoring and enforcement powers, the agency is redesigning its organisational structure. This exciting and newly created role of Director Regulatory Investigations and Enforcement will lead the Investigations and Enforcement teams, driving strategic enforcement activities focused on high-risk areas such as racism and poor provider governance.

Reporting directly to the Executive Director, Regulatory Operations, you will play an essential role in positioning TEQSA as an effective, trusted, and credible regulator.

Duties and key accountabilities

- Lead complex investigations: Manage the full investigation lifecycle including triage, intelligence analysis, evidence gathering, interviews, findings, and reporting.
- Manage enforcement actions: Oversee complex enforcement actions under the Regulatory Powers Act 2014 and Tertiary Education Quality Standards Agency Act 2011, collaborating with General Counsel and external counsel on court proceedings.
- Provide strategic direction and advice: Set and maintain standards for proof, validation, and investigative methodology, providing authoritative, defensible, and procedurally fair regulatory advice.
- Team Leadership: Manage, mentor, and build capability within a high-performing team of investigators, analysts, and specialists.
- Stakeholder Engagement: Produce clear,



comprehensive investigation reports for senior executives and represent the organisation professionally in high-profile or sensitive contexts.

Our ideal candidate To be successful in this role, you will bring:

1. Extensive experience in a regulatory environment with an expert understanding of legislation.
2. Proven expertise leading and managing high-performing teams, preferably within government.
3. Demonstrated experience leading complex, high-profile investigations, and enforcement actions.
4. Robust written and verbal communication skills, including the ability to provide well-reasoned recommendations.
5. Exceptional stakeholder engagement skills and the ability to represent the organisation externally.
6. Experience delivering risk-based strategic programs, including scoping and reporting.
7. High integrity aligned with the APS Values and Code of Conduct.
