The office of Dr Monique Ryan MP is seeking applications for a part-time ongoing Finance & Compliance Officer, based in the Kooyong Electorate Office in Hawthorn East, Victoria.
Position Overview The Finance & Compliance Officer plays an key role in supporting the efficient and compliant operation of the Kooyong Electorate Office.
Working closely with the Office Manager and Chief of Staff, the position is responsible for the administration of office financial processes, office and campaign income and expenditure tracking, parliamentary claims, reporting and budget monitoring. The role contributes to effective financial management by ensuring that office and campaign expenditure is accurately recorded, reconciled, forecast, and managed in accordance with parliamentary and Australian Electoral Commission (AEC) guidelines and office procedures.
The successful applicant will bring strong financial administration skills, excellent attention to detail, and the ability to manage competing priorities while maintaining high standards of accuracy, professionalism and discretion. Some travel throughout the electorate and occasional irregular hours may be required.
The key duties of the position include, but are not limited to:
- Manage electorate office budget administration, including annual budget development, expenditure tracking, forecasting, monitoring and financial reporting.
- Process invoices, reimbursements and other office expenditure, and maintain financial records, reconciliations and banking administration in accordance with parliamentary guidelines and office procedures.
- Review expenditure reports, prepare certification documentation, and administer travel expenses, staffing budgets, allowances and related expenditure.
- Maintain office registers and records, including gifts and hospitality registers and documentation required for parliamentary and AEC reporting and compliance requirements.
- Provide financial oversight,
reporting and record-keeping for campaign-related income, expenditure and associated financial activities.
- Support compliance obligations relating to campaign finances, political donations, electoral expenditure disclosure, AEC reporting and record keeping.
- Liaise with external accountants, auditors and compliance advisers, and ensure compliance with relevant parliamentary, financial, electoral and office policies and procedures.
- Contribute to the improvement of office financial systems, reporting processes and administrative practices.
- Promote, support and maintain a safe, respectful and inclusive workplace culture.
The ideal applicant should possess the following skills, qualifications, and experience:
- Essential:
- Demonstrated experience in bookkeeping, accounts administration, or financial management.
- Experience setting and managing budgets, reconciliations, expenditure reporting and financial compliance.
- Strong organisational and time management skills, with the ability to manage multiple priorities and competing deadlines.
- Excellent attention to detail and commitment to accuracy.
- Strong written and verbal communication skills.
- Ability to work independently and exercise sound judgement when handling sensitive financial information.
- High levels of integrity, discretion and professionalism.
Desirable:
- Proficiency in Xero, including invoice processing, reconciliations, reporting and record management.
- Experience supporting compliance, governance, audit, or reporting obligations.
- Experience with political, electoral, not-for-profit,
or public sector financial reporting environments.
- Familiarity with AEC disclosure and compliance requirements.
- Understanding of parliament's electorate office funding and reporting arrangements.
- Understanding of Australia's parliamentary system and electorate office operations.
Employment conditions: The position is offered under the Members of Parliament (Staff) Act 1984 and conditions are outlined in the Commonwealth Members of Parliament Staff Enterprise Agreement 2024-27 which include:
- A commencing salary between $77,071 and $81,594 (pro-rata) will be negotiated depending on experience and relevant skills.
- An additional optional allowance of up to $23,218 may be considered in recognition of, and as compensation for, reasonable additional hours of work and official travel undertaken outside of business hours.
- Relocation assistance, studies assistance, and paid study leave may also be available (subject to eligibility requirements).
- An employer superannuation contribution of 15.4% will be payable.

- The successful applicant may be required to undergo a National Police History Check.
- Staff may be subject to automatic cessation triggers in accordance with Section 14 of the MOP(S) Act.
