The Chief Financial Officer (CFO) Division is seeking experienced leaders with financial management, budget management, financial statements and/or finance systems acumen to join the team.

Directors within the Division operate with a significant degree of independence and work under the broad direction of a National Manager and the CFO, to deliver quality outcomes regarding budget, financial matters, finance and payments systems design and deliver key financial information.

In performing a leadership role, Directors identify and drive innovation, manage and lead change and have an active role in contributing to and implementing Services Australia's (the agency’s) strategic direction.

We are looking for people who are energetic critical thinkers who thrive on a challenge and have strong leadership, influencing skills and subject matter expertise to lead a team and influence across the agency. The CFO Division encompasses the following branches:

- Group Financial Management, responsible for the internal financial management and provision of financial services across business areas within the agency.

- Financial and Budget Management, responsible for delivery of the agency budget, Cabinet Submissions, costing policy proposals and reporting to the Executive on the agency’s financial position.

- Financial Systems, Policy and Reporting, responsible for the agency’s financial reporting, financial systems and treasury functions. This is complemented by the Branch’s role in providing strategic guidance on customer payment and debt systems, asset management, taxation and internal financial management in compliance with the Public Governance, Performance and Accountability Act 2013.

Finance experience and accounting qualifications will be highly regarded.

The CFO Division manages the agency's budget of $6.1 billion and administered payments of over $200 billion on behalf of partner agencies to ensure all Australians,



no matter where they live, can quickly and easily access streamlined government services and support. The CFO Division continues to implement an ambitious reform agenda to modernise and automate the finance function.

The CFO Division provides financial advice, contestability, control and assurance to the agency based on the following principles:

- Financial information that is accurate, transparent, consistent, relevant and timely.
- Simple, helpful, respectful, quality, contestable and informed financial and procurement advice to assist the agency in decision making.
- Standardise and streamline financial structures, processes, reporting and services, in order to remove duplication and reduce inefficiencies.
- The automation of financial processes where it is efficient and viable to do so.

- Exercising strong leadership and direction of a high-performing team in the delivery of financial and budget deliverables, managing business issues, monthly and annual management and/or financial reporting requirements, budgets and costings, developing and coordinating Cabinet Submissions and, developing improvements to financial systems and processes.
- Providing transparent and concise strategic advice and reporting to internal and external stakeholders on matters relating to budget and financial management, financial policy, financial reporting and financial systems and processes.
- Proactively identifying and influencing the implementation of process and system improvements,



whilst maintaining strong communication channels with relevant internal and external stakeholders to ensure effective delivery of CFO Division outcomes.
- Supervising, developing and coaching staff, including the provision of clear and consistent communication, setting clear performance and behavioural standards, managing performance and delegating responsibility.
- Engaging and influencing senior leadership by explaining complex information, translating financial systems management initiatives into operational goals. Create a shared sense of purpose to enable implementation.
- Overseeing, reviewing and advising on a range of written material including business cases, Cabinet Submissions, Senate Estimate submissions, Ministerial and agency briefs and corporate documentation.

Security Clearance level required: Baseline (or ability to obtain and maintain).

In accordance with section 22(6) of the Public Service Act 1999, Services Australia requires applicants to be Australian citizens to be eligible for employment with Services Australia.

An applicant’s suitability for employment with the agency will be assessed through a pre-employment screening process. This process includes but is not limited to a national police history check, referee checks, code of conduct check and an employment history integrity check.

Some positions within Services Australia may be required to work in settings where mandatory vaccinations are required. Staff in such positions will need to demonstrate that they meet the vaccination requirements or have a relevant exemption.
