Operations Training Manager Mining and Drilling

Operations Training Manager (Mining and Drilling)
Location : Australia (With the Flexibility of extensive global travelling)
The Operations training Manager Minning and Drilling responsible for designing, implementing, and managing technical and operational training programs to build workforce capability, ensure compliance, and support safe and efficient operations. The role ensures that technical skills development aligns with business needs, operational standards, and regulatory requirements while maintaining strong governance and training effectiveness. This role is responsible for managing the execution of all aspects of learning programs, including needs analysis, design, development, delivery, and evaluation.
Job Requirements and Duties
1.Operational Training & Competency Framework
- Implement and maintain the Group framework for operational training and competency, including standards for competency matrices, assessment, evidence, trainer/assessor requirements and technical training packages.
- Define and maintain minimum requirements for Verification of Competency (VOC), operational assessments, technical training packages, competency evidence and training records, ensuring consistent application across projects and operations.
- Establish and implement technical and operational progression pathways across drilling, maintenance and other operational disciplines.
- Ensure operational training and competency frameworks comply with applicable Company standards, client requirements and regulatory obligations.
2. Training Compliance, Competency & Performance Management
- Manage mandatory and technical training compliance across operations, including competency matrix completion, critical-role competency coverage, assessment backlogs, certification status, workforce progression and trainer/assessor capacity.
- Review and manage operational training and competency reporting produced by L&D; Coordinators, ensuring information is translated into explicit priorities, operational decisions and corrective actions.
- Engage directly with Project Managers, Operations Managers, Drill Managers, HSE and HR leadership to identify operational training requirements and determine the underlying causes of training and competency deficiencies.
- Assess and distinguish between capacity, data quality, training material, workforce release and capability issues to ensure the appropriate intervention is identified and implemented.
3. Operational Training Action Plans & Improvement
- Develop and drive targeted Operational Training Action Plans where significant deficiencies, competency gaps or capability risks are identified,
agreeing actions and priorities with Project leadership and coordinating execution through site training resources.
- Monitor corrective actions through to completion, verify closure through subsequent reporting and confirm that training interventions have translated into measurable improvements in operational capability.
- Identify and escalate unresolved operational training, competency and capability risks through the appropriate operational and executive leadership channels.
- Drive continuous improvement of operational training, competency assurance and reporting practices across Capital operations.
4. Project Support, Mobilization & Training Readiness
- Coordinate and prioritize the deployment of Group Technical Trainers and L&D; Coordinators across operations to support project requirements, mobilizations, ramp-ups and remediation activities.
- Report to the Board and Audit Committee on testing status, deficiencies, and remediation plans ahead of the annual declaration, and liaise with external auditors and other assurance providers on the scope, timing, and results of material controls testing.
- Lead operational training readiness for new-project mobilization, ensuring required training, competencies, assessments, trainer/assessor capacity, systems and records are in place to support safe and effective project start-up.
5. Functional Leadership – Trainers & Assessors
- Provide functional (dotted-line) leadership to personnel performing operational training and assessment activities across projects and sites, in support of Project Managers who retain solid-line operational authority.
- Set, implement and monitor standards for trainer and assessor capability and performance, including reviewing, appointing and, where required, recommending the removal of trainer/assessor authorization where required standards are not achieved or maintained.
6. L&D; Systems, Digitalization & Reporting
- Lead operational L&D; digitization, including Learning Management System (LMS) strategy and implementation, Competency360 deployment, digital competency assessment, Power BI operational dashboards and mobile assessment technology.
- Define operational requirements for L&D; systems and digital learning content, ensuring systems meet operational needs. Delegate administration to appropriate L&D; Coordinators while retaining functional ownership.
7. External Training & Technical Certification
- Manage external operational training and technical certification programs, including RTOs, technical colleges, OEM training and technical qualifications, currently including AMPT/IACA, TAFE, NEBOSH and Cambridge Supply Chain.
- Manage operational training provider relationships and ensure program remain aligned with operational requirements, required standards and workforce capability priorities.
8. National Workforce Development & Localization
- Support and drive national workforce development through structured operational capability development,
technical progression pathways and localization objectives
Safety Responsibilities
- Communicate clearly and role-model safety leadership at every site attendance.
- Understand and comply with Capital's HSE management system, site-specific requirements and applicable regulatory obligations at every location visited.
- Ensure operational training and competency frameworks support the achievement of safe, compliant work.
- Identify training and competency-related risks that may contribute to operational or safety exposure and initiate appropriate corrective action.
- Verify that operational personnel hold the training, competency and authorisations required for their roles before undertaking safety-critical work.
- Support incident investigations where training, competency or capability may be a contributing factor and implement lessons learned across Capital operations.
- Establish effective workplace relationships with operational, HSE and HR leadership to embed a culture of verified capability
Training and Education Required
- TAE40122 Certificate IV in Training and Assessment (or equivalent) required.
- RII40920 Certificate IV in Drilling Operations
- (or equivalent operational qualification) preferred.
- Diploma or higher qualification in Training and Assessment, WHS, Human Resources or a related operational discipline desirable.
- NEBOSH International General Certificate in Occupational Health and Safety
- (or equivalent) desirable.
- Formal qualifications in learning technology, instructional design or digital learning desirable.
Experience Required
- Minimum 8 years combined operational and training experience within the mining, drilling or heavy-industry sector.
- Minimum 4 years operational drilling or mining site experience (not off-siding) providing operational credibility.
- Minimum 4 years training, assessment or training management experience in an operational environment.
- Demonstrated experience developing and implementing operational competency frameworks across multiple sites or projects.
- Demonstrated experience leading or coordinating trainers and assessors across geographically distributed operations.
- Experience implementing or managing Learning Management Systems and operational reporting/dashboard tools.
- Experience managing external training providers, RTOs or technical certification programmes.
Other Essential Requirements
- The position requires extensive and frequent international travel across MENA, Africa, Canada and the United States, including travel to remote mining and drilling operations. The role holder must be able and willing to travel at short notice where operational requirements demand and to spend extended periods away from their normal place of work when required.
- Travel frequency and duration will vary according to operational priorities, project requirements and business needs.
