The role

We are seeking a People Connect Senior Advisor to join our Enterprise Services, Organisational Development business area.

Role Description

Within the Organisational Development Program in the Enterprise Services Group, People Connect provides operational Human Resource (HR) recruitment, payroll, pay and conditions advice and services across the employee lifecycle for Bureau of Meteorology employees.

People

Connect operates as a digital service team, using a combination of the bureau’s service management channel as the first point of contact for people-related enquiries and queries, and direct contact. The team supports a geographically dispersed workforce and is focused on delivering timely, accurate and customer-centred HR services.

The successful applicant will be a team lead and senior advisor within the Recruitment Operations team and will work alongside our other People Connect teams including Payroll Operations and general Human Resource Operations and will be responsible for day-to-day team management. This includes workflow and workload management, leave management, performance management, coaching, training and development of team members, and ensuring services are delivered to quality standards and within demanding timeframes. The position reports directly to the People Connect Recruitment Lead (Executive Level 1) and may be required to assume broader leadership responsibilities when needed.

The role provides strategic and operational advice and support to resolve complex recruitment, HR, payroll, or pay and conditions enquiries, including matters involving senior leaders, employees and people managers. The successful applicant will analyse HR and service data, identify patterns and trends, and use these insights to improve People Connect products, services, systems, intranet content, tools, policies and procedures. They will also contribute to business improvement initiatives, system implementation and review activities, and the ongoing uplift of the bureau’s HR service delivery model.

The responsibilities of the role include but are not limited to:

Support the delivery of high-quality employee services across recruitment, payroll, pay and conditions, and entitlement administration for Bureau employees nationally.

Coordinate team workloads,



allocate tasks and manage resources through service management tools to ensure timely and effective service delivery.

Provide accurate and practical advice on APS legislation, industrial instruments, the Enterprise Agreement, HR policies, procedures and related employment matters.

Contribute to the development, implementation and administration of HR policies, procedures, systems, guidance materials and intranet content.

Maintain current technical knowledge by regularly reviewing relevant HR policies, processes, procedures, practices, instructions and tools.

Provide consultancy and advisory support to stakeholders on HR, payroll and employee service matters, including complex or escalated enquiries.

Build and maintain effective internal and external working relationships to support service excellence, employee self-service, digital engagement and change adoption.

Analyse service information and data, identify trends and prepare reports, correspondence, submissions and recommendations to support decision-making and continuous improvement.

Support the implementation of new or changed employee service offerings, systems and processes in collaboration with managers, leaders and colleagues.

Maintain key organisational documents and provide quality assurance, training and procedural support to staff as required.

Work under limited direction to manage competing priorities, resolve complex issues, exercise sound judgement and apply appropriate delegations.

Comply with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.

Our Ideal Candidate

- The successful applicant will be a highly knowledgeable and experienced HR professional with strong customer experience and stakeholder engagement capability, well-developed communication and advisory skills, demonstrated critical thinking, problem-solving and influencing skills,



and the ability to manage competing complex priorities. Experience leading and managing HR teams, working with SAP HR, HireRoad/Acendre Recruitment solution and using service management tools is required.
- The role works with a level of autonomy and requires sound judgement, initiative and collaboration across People Connect, broader Organisational Development specialist teams and business areas across the bureau. The successful applicant will be team-oriented, committed to best practice and continuous improvement, and motivated to make a positive impact on their team, customers and stakeholders through professional, responsive and high-quality HR service delivery.
- The specific vacancy is within our Recruitment team, however an Order of Merit from this process may be used to fill future vacancies within our broader team.

Highly Desirable experience

It is highly desirable that applicants hold a qualification in HR or related professional field such as an AHRI Certification or a degree or diploma from an Australian educational institution, or an equivalent overseas qualification, relevant to the duties of the role.

Alternatively, applicants may demonstrate other comparable qualifications or experience that are appropriate to the position:

- Solid knowledge of the legislative framework applicable to a Commonwealth government environment, including the application of relevant legislation, employment conditions and Enterprise Agreements.
- Sound knowledge of HR practices within Australia, Australian recruitment and/or payroll practices, including expertise in the use of SAP, service management tools and recruitment systems.
- Excellent communication and interpersonal skills, with the ability to provide accurate, timely and confident support and advice to managers.
- Demonstrated ability to prepare clear, professional written advice for employees and senior management.
- Highly developed leadership skills and proven ability to influence, build strong relationships, coach and mentor colleagues, provide direction, delegate work, monitor performance and facilitate collaboration between teams.
- Demonstrated initiative, robust attention to detail and ability to manage high-volume workloads by prioritising effectively to meet deadlines.
