About the Role
Reporting to the Director Infrastructure, the Manager Assets & Technical Services provides strategic leadership across Council's asset management, project management, property and technical services functions. The role is responsible for ensuring Council assets are managed sustainably, capital works programs are delivered effectively, and infrastructure planning supports the long‑term needs of the community.
Leading a multidisciplinary team, you will drive innovation, continuous improvement and best‑practice asset management while providing high‑level technical and strategic advice to Council and executive leadership.
Key Responsibilities
- Lead the development and delivery of infrastructure strategies, operational plans and budgets.
- Oversee Council's asset management framework, lifecycle planning and long‑term renewal programs.
- Manage Council's Project Management Framework and capital works delivery programs.
- Provide strategic engineering, technical and asset management advice.
- Oversee property, land administration, leasing, Crown Land and Native Title matters.
- Lead infrastructure planning including water, sewer, floodplain and road safety programs.
- Manage procurement, tendering and contract administration processes.
- Oversee grant‑funded projects and funding program reporting.
- Drive sustainability initiatives, including implementation of Council's Net Zero Plan.
- Lead and develop a high‑performing team while fostering a culture of accountability,
innovation and customer service excellence.
What You Will Bring
- Bachelor of Engineering or similar qualification, or equivalent experience in a comparable role.
- Extensive experience in infrastructure, asset management, capital works delivery and project management.
- Strong understanding of asset lifecycle management and strategic asset planning.
- Demonstrated experience preparing specifications, tenders and contract documentation.
- Proven leadership experience with the ability to inspire, develop and manage teams.
- Strong stakeholder engagement skills with the ability to work effectively across government, industry and community sectors.
- Sound understanding of risk management and Work Health and Safety principles.
- Current Driver Licence.
- White Card and National Police Check (or willingness to obtain).
- Local Government experience.
- Experience managing a Project Management Office.
- Experience in property portfolio management and land administration.
- Knowledge of TechnologyOne and other engineering, asset management and GIS systems.
