This key role will lead and support the effective management of Human Resources functions across both the Clare & Gilbert Valleys Council and the Northern Areas Council.
Reporting to senior leadership of each council, key responsibilities include:
- Coordinating and supporting the delivery of HR functions, including workforce planning, recruitment, onboarding and offboarding, performance development and review, learning and development, job evaluation, remuneration, employee relations, and legislative compliance
- Leading and influencing positive organisational culture change by partnering with leaders to model each Council’s values, embed desired behaviours, and support the implementation of initiatives that strengthen engagement, accountability and inclusion
- Overseeing the development, implementation and review of Council’s HR-related strategies, plans, policies/procedures, systems and processes
- Providing professional advice to the CEO and senior managers on organisational design, workforce capability and change initiatives
- Assisting with complex employee relations matters and supporting the CEO’s as required in industrial and/or employment matters, such as Enterprise Agreement negotiations
- Maintaining cooperative relationships with staff representatives and external agencies
- Supporting initiatives that foster a positive organisational culture, inclusion, engagement and leadership capability
- Assisting with the review of remuneration, benefits, and recognition frameworks to ensure consistency and equity
- Providing coaching and support to leaders to build people capability and accountability across the organisation
- Overseeing Council's Return to Work and injury management program, ensuring legislative compliance, effective claims management, timely rehabilitation and sustainable return to work outcomes
- Providing strategic leadership of Council’s People functions, ensuring alignment between workforce, culture, performance and Council’s strategic objectives
- Ensuring compliance with and observance of all WHS policies, obligations and the undertaking of safe practices by patrons and volunteers.
Outstanding communication and negotiation skills, a calm and highly professional demeanour demonstrating tact, discretion and diplomacy, with the ability to influence and work autonomously with a wide range of stakeholders will be critical to success. Relevant tertiary qualifications and/or extensive commensurate experience and a current Drivers Licence will be required.
