This is a performance-based, fixed-term contract role leading the planning, procurement, delivery and closure of the Shire’s major capital and strategic projects — currently the Soldiers Park Playground Redevelopment, Collie Swimming Club Administration/Storage Facility, and Collie Visitor Centre Expansion — from concept and business case through to practical completion, defects liability and post-project evaluation.

Key Responsibilities:

- Scope, cost, program and deliver the Shire's major capital works projects across the full project lifecycle, including procurement, construction and financial acquittal
- Prepare and maintain project management plans, schedules, cost estimates and risk registers, and report to the CEO on progress, budget and program performance
- Administer tenders and contracts, including certification of progress claims, assessment of variations and management of contractor performance
- Monitor and control project budgets and expenditure in conjunction with the Manager Finance, and administer grant and external funding agreements including acquittal and compliance reporting

The successful candidate will hold a tertiary qualification in project management, engineering, construction management or a related discipline (or an equivalent combination of qualifications, training and demonstrated experience),

with a minimum of five years' experience managing multiple concurrent capital or infrastructure projects through the full project lifecycle. Demonstrated experience in contract administration and competitive tendering, robust financial management and budgeting skills, and highly developed written and verbal communication skills — including reporting to an executive or Council audience — are essential, along with a current WA ‘C’ class driver’s licence. Formal project management accreditation (e.g. PMP, PRINCE2 or AIPM), local government experience, and knowledge of the Local Government Act 1995 procurement and tendering requirements are desirable.

An attractive remuneration package, of up to $169,690 per annum, commensurate with skills, experience and residence, will be negotiated with the successful candidate, which includes a base cash salary of $150,000.

Applications can be emailed to [email protected] and the closing date for applications is 21st September 2026, at 4pm.
