Randstad is currently partnering with a major government organisation that is leading the development phase of high speed rail between Sydney and Newcastle. On behalf of our client, we are seeking an experienced Senior Manager - Safety & Systems Assurance to join their program delivery office. This is an EL2-equivalent contract engagement for an initial 12 months with the potential to extend.
The position offers a flexible hybrid working arrangement. The role can be based in Sydney, Newcastle, or Canberra. Due to government project requirements, candidates must hold Australian Citizenship and be eligible to obtain a Baseline Security Clearance, the process for attaining this will be managed by the client .
About the Role
Working in a high-impact team of two alongside the General Manager of Safety, you will lead the creation, governance, and scaling of the enterprise Safety Management System from the ground up. This is a strategic yet hands-on position tailored for a self-driven expert who thrives on producing high level, detailed documentation, managing ONRSR regulatory frameworks, and establishing enterprise-wide assurance controls without requiring close supervision.
Key Responsibilities
In this position, you will own, build, and continuously refine the enterprise Safety Management System and Work Health Safety frameworks. You will lead the integrated safety assurance program, managing top-level hazard logs, systems engineering safety cases, and ONRSR accreditation pathways over a two-year timeline. A core requirement of the role involves high-volume document generation, where you will directly author complex safety standards, change-impact assessments, and assurance evidence. Additionally,
you will oversee external delivery partners, early contractor involvement entities, and engineering consultancies to ensure full alignment with Safety in Design and systems integration requirements, while providing direct technical and risk advice to executive leadership.
What We Are Looking For
- To be successful in this role, you should possess five or more years of experience leading safety management, systems assurance, or regulatory accreditation functions within complex rail or major infrastructure environments, such as Rail Transport Operators, client side organisations, or consultancies on major light rail and metro programs.
- You must demonstrate a thorough mastery of ONRSR regulatory expectations, rail safety obligations, and WHS legislation, alongside a proven track record of writing complex safety artefacts and policy standards at volume.
- Proficiency across contemporary project systems such as Jira, Miro, Canva, MS Project, and SharePoint is essential, combined with strong stakeholder engagement capability to represent the program across inter-agency and regulatory forums.
- Strong interpersonal skills, able to influence internal and external stakeholders and drive mutually beneficial outcomes by working collaboratively.
- Self starter, able to work autonomously with minimal supervision.
