Role Overview

The Directorate of Digital Identity Services (DDIS), within Defense, is seeking a PKI Subject Matter Expert to provide policy services and specialist support for the Defense Public Key Infrastructure (PKI). The Defense PKI operates as a High Assurance PKI and is trusted across Defense, allied, partner and internet environments. The role is primarily focused on PKI policy and support to a range of Defense outcomes and will report directly to the PKI Operations Manager.

Key Responsibilities

Review, develop and shape Defence PKI policy and supporting artefacts.

Regularly review and update the core PKI and Gatekeeper-endorsed documentation set, including the Certificate Practice Statement (CPS) and related X.509 Certificate Policies (CP).

Ensure Defence PKI documentation and policies remain closely aligned with Gatekeeper and relevant CA/B Forum Trust Programs.

Provide advice, guidance and reporting to the Defence PKI Policy Board.

Liaise with relevant Defence areas to support legal and financial endorsement of PKI policies.

Engage with projects seeking PKI support through meetings and documentation review.

Support Defence international PKI outcomes and agreements, including teleconferences, minutes and follow-up actions as directed by the PKI Operations Manager.

Contribute to the evolution of Defence PKI capabilities, including design, documentation and implementation activities for future initiatives such as transition to post-quantum cryptographic solutions.

Maintain awareness of emerging PKI,



cryptographic and security trends and support rapid uplift of knowledge and practices for compliance requirements.

Become a PKI Operator to support escorting activities and No Lone Zone access requirements, including associated controls and operational assurance measures.

Assist with preparation for the annual PKI audit, including review of PKI artefacts, responses to findings and reporting to Gatekeeper, the Defence PKI Policy Board and CA/B Forum via CCADB.

Support Defence adoption and broad use of Smart Cards, including policy compliance, supporting documentation and delivery of a National Smartcard token to interoperate with Defence allies.

Required Skills and Experience

- Strong Public Key Infrastructure (PKI) knowledge and experience.
- Experience with software and infrastructure in a PKI setting, including card readers, drivers, Hardware Security Modules (HSM) and applet middleware.
- Knowledge and/or experience with Gatekeeper, WebTrust and ACP-185.
- Knowledge of the Certification Authority/Browser (CA/B) Forum and associated trust requirements.
- Experience in policy development within Five Eyes and/or international environments.
- Demonstrated experience developing PKI-related policy and compliance documentation.
- Ability to provide specialist advice, engage senior stakeholders and support governance, assurance and audit activities.
- Appropriate SFIA Level 5 Enterprise IT Governance (GOVN) capability and experience.
