The purpose of this position is to provide high-level leadership, management, and oversight within the NCHS, ensuring the effective delivery and continuous improvement of all funded programs and services. The role is responsible for program management, contract administration, quality assurance initiatives, compliance monitoring, staff training and development, reporting, and the achievement of all program deliverables.

This position leads organisational quality systems, including Logic Quality Control (QC), compliance frameworks, and continuous improvement activities to ensure services meet regulatory, contractual, and organisational standards. The role also oversees workforce capability through the development and delivery of staff education and career development programs.

A key responsibility is the management and preparation of high-level submissions, funding applications, tenders, and business development opportunities that support the organisation's growth and sustainability. The position requires demonstrated experience in data extraction, analysis, and reporting to support evidence-based decision-making and performance monitoring.

Working closely with the CEO, the role engages with external agencies, stakeholders, funding bodies, and community partners to support strategic objectives, strengthen partnerships, and contribute to the achievement of the organisation's long-term vision and strategic direction.

KEY SELECTION CRITERIA

- Demonstrated ability to communicate effectively and respectfully with Aboriginal and Torres Strait Islander peoples, with a strong understanding of the social determinants of health and the factors impacting health outcomes.





- Proven ability to contribute to and implement strategies that address health inequities and improve community wellbeing.

- Comprehensive knowledge of local public, primary, and community healthcare services, including an understanding of prevalent chronic health conditions and the challenges affecting local communities.

- Demonstrated experience in Health Promotion program planning, implementation, monitoring, evaluation, and reporting, ensuring compliance with funding agreements, organisational objectives, and performance requirements.

- Proven ability to develop and maintain productive relationships with external stakeholders, funding bodies, government agencies, community organisations, and program partners to support service delivery and organisational outcomes.

- Extensive experience in Human Resources management, including employee relations, workplace investigations, performance management, disciplinary processes, recruitment, and the application of employment legislation.

- Demonstrated experience in developing, reviewing, implementing, and maintaining organisational policies and procedures in accordance with accreditation standards, regulatory requirements, and continuous quality improvement frameworks.

- Highly developed organisational, planning,



and time management skills, with the ability to manage competing priorities, work independently under broad direction, and consistently meet deadlines.

- Proven ability to work effectively with individuals from diverse cultural backgrounds, including patients, carers, families, and communities, while demonstrating a sound understanding of contemporary Aboriginal and Torres Strait Islander cultures, cultural protocols, and health-related practices.

- Well-developed written, verbal, and interpersonal communication skills, with the ability to prepare high-quality reports, submissions, correspondence, and presentations, and engage effectively with a broad range of internal and external stakeholders.

Leadership Capabilities

- Strong leadership and management experience overseeing funded programs, contract management, quality assurance, compliance, workforce development, and organisational reporting.

- Demonstrated success in preparing funding submissions, grant applications, tenders, business cases, and growth opportunities that support organisational sustainability and strategic objectives.

- Experience in data extraction, analysis, and performance reporting to support evidence-based decision-making, program evaluation, and organisational planning.

- Proven ability to support executive leadership and work collaboratively with the CEO, Board, funding bodies, and external agencies to achieve strategic priorities.

- Elevated language to a senior management/executive level.

- Strengthened the focus on leadership, governance, compliance, and stakeholder engagement.
