City of Port Lincoln is seeking an individual to administrate permits and coordinate scheduled maintenance activities.

The position provides responsive, customer-focused service to the community and the broader organisation, while maintaining accurate records, supporting property-related processes, and contributing to the continuous improvement of systems, policies and service delivery.

How does this Position contribute to our community?

The Property & Facilities Officer contributes to the vibrancy and livability of Port Lincoln by enabling appropriate access to Council land and facilities for community members, groups, businesses and other stakeholders. Through the administration of permits and the coordination of scheduled maintenance activities, the role supports a city that is safe, functional and well presented for the benefit of the community.

What does this position do?

The Property & Facilities Officer supports the effective operation of the Places and Presentation team through the administration of Council’s property and facilities functions. The role is responsible for managing permit processes for the use of Council land and facilities, coordinating the delivery of scheduled cleaning and maintenance services, and administering contractor prequalification systems to ensure compliance and minimise risk to Council.

Key Accountabilities

- Administer Council’s permits for the use of land and facilities, including assessment and approval under delegation, ensuring compliance with relevant legislation, by-laws and Council policies.
- Maintain permit registers and event calendars and coordinate communication with internal and external stakeholders to ensure appropriate planning, risk controls and service delivery for permitted activities.
- Develop, implement and monitor periodic maintenance programs for Council property and facilities, ensuring services are delivered in accordance with legislative requirements, service standards and industry practice.
- Coordinate and contract manage outsourced facilities services (including cleaning and security), monitoring contractor performance against service levels, budgets and compliance requirements.
- Administer Council’s contractor prequalification processes, maintaining accurate records and ensuring insurance and compliance documentation are current to minimise organisational risk.
- Maintain accurate records and databases relating to permits, contractors, maintenance programs and property matters, ensuring compliance with records management requirements.
- Support the effective management of Council’s property portfolio by assisting with leasing, licensing,



acquisition and disposal activities as required.
- Collaborate with internal stakeholders, clubs and community organisations to support the planning and allocation of Council facilities and open space.
- Support the administration of cemetery operations as required, including the management of interment rights and burial authorisations in accordance with relevant legislation and Council procedures.
- Provide timely and customer-focused responses to requests for service relating to Council property and facilities.
- Prepare reports, correspondence and information to support decision-making by senior management, Elected Members and relevant authorities.
- Contribute to the review and continuous improvement of policies, procedures and systems relating to property and facilities management.
- Monitor industry trends, legislative requirements and best practice to support ongoing service improvement and compliance.
- Uphold Council values and contribute to a secure workplace by complying with WHS requirements, including the reporting of hazards, incidents and near misses.
- Undertake other duties aligned with the role as directed by the Manager Places and Presentation.

WHS and Compliance

Comply with WHS obligations under the Work Health & Safety Act 2012 by taking reasonable care for own and others’ safety, following instructions and procedures, and reporting hazards and incidents. Undertake responsibilities as identified within the Council’s WHS Roles and Responsibilities Register.

Key responsibilities:

- Follow safe work procedures and use equipment correctly
- Report hazards, incidents, and near misses promptly
- Participate in WHS training and consultation activities

Essential Qualifications, Experience, Knowledge & Skills

- Demonstrated experience (minimum 2+ years) in property, facilities, asset or similar operational administration roles.
- Strong communication and interpersonal skills, with the ability to engage effectively with a broad range of stakeholders including community members, contractors and internal staff.
- Highly developed customer service skills, with the ability to manage competing requests and deliver responsive outcomes.
- Demonstrated ability to manage multiple priorities in a dynamic environment, with strong organisational and time management skills.
- Proven ability to analyse information, assess options and make sound decisions within established frameworks and delegations.
- Demonstrated ability to interpret and apply legislation, by-laws, policies and contractual terms within an operational environment.




- Experience in maintaining accurate records and databases, with a high level of attention to detail and commitment to data integrity.
- Proficiency in the use of Microsoft Office and corporate systems (e.g. CRM, asset or records management systems).
- Ability to exercise initiative and discretion within standard processes and procedures.
- Understanding of, and commitment to, Work Health and Safety (WHS) and risk management principles.
- Current Class C driver’s license.

Highly regarded but not essential Qualifications, Experience, Knowledge & Skills

- Experience working in a local government environment.
- Working knowledge of relevant legislation and regulatory frameworks, including the Local Government Act 1999 (SA), Community Land Management, Road Traffic Act 1961 (SA), and Crown Land Management Act 2009 (SA).
- Experience in permit assessment and conditioning, including application of Council by-laws.
- Experience in contractor management, facilities service coordination, or property portfolio administration.
- Experience with records management, property or asset management systems.
- Qualification or certification in property, facilities management, or a related field.
- Understanding of environmental sustainability principles and their application in local government operations.

Key performance indicators

Permit Approval and Management: Ensure that permits issued by Council are prepared in accordance with the relevant legislation and/or By-Law and are executed under appropriate delegation. This will be measured by the number of occurrences whereby a permit was issued incorrectly.

Periodic Service Performance: Ensure that assets that form part of Council’s property and facilities are periodically serviced as per relevant legislation or service level agreement. Success will be measured by the number of reports received from customers, contractors and or external agencies where assets have been underserviced.

Records Management and Databases: Ensure that records are appropriately managed and that databases for relevant areas, such as service regimes etc. are maintained and accessible. Success will be measured by the accuracy of databases and adherence to records management policies and procedures.
