Lead, rebuild and strengthen a respected First Nations community organisation
Bynoe Community Advancement Co-Operative Society Ltd (Bynoe) is seeking a decisive and hands-on Chief Executive Officer to lead an organisational rebuild and establish a sustainable platform for Bynoe's future.
About Bynoe
Established in Normanton in 1979, Bynoe is a community based, not-for-profit First Nations organisation supporting people and communities across the Lower Gulf. From its origins in affordable housing, Bynoe has grown to deliver and support housing, community, employment, youth, cultural and social initiatives, together with business and investment interests.
As a co-operative, Bynoe exists to advance the interests of its members and the communities it serves. It is committed to being community-focused, culturally strong, financially responsible and well governed.
The opportunity
Following recent organisational change, Bynoe is entering a rebuild phase. The Board is seeking a highly visible and practical CEO who can stabilise operations, rebuild trust and morale, strengthen systems and accountability, address priority risks and maintain continuity of services.
This is not a caretaker appointment. The CEO will be expected to engage directly with operational realities, make timely decisions within delegated authority and address difficult issues fairly. At the same time, the CEO must build the capability and accountability of managers, delegate appropriately and avoid centralising routine decisions.
The CEO is accountable to the Board as a whole, with the Chair as the principal Board liaison, and holds responsibility and authority for day-to-day management within approved plans, policies and delegations.
During the first 90 days, the CEO will assess organisational capability, service continuity, material risks and immediate priorities, then work with the Board to establish a practical 12-month rebuild plan.
This is a highly visible, on-site leadership role. The successful candidate must live and work in Normanton and be prepared to travel regularly throughout the Lower Gulf and elsewhere as required.
Key priorities
- Build a professional and effective relationship with the Board, supported by timely, decision-ready reporting and clear governance and operational boundaries.
- Lead a practical rebuild focused on culture, capability, structure, systems, delegations and accountability, while strengthening managers and developing First Nations employment and leadership pathways.
- Oversee financial performance, budgeting, cash flow, internal controls, assets, restricted funding, procurement, risk and work health and safety.
- Provide executive oversight of Bynoe's housing portfolio, including tenancy management, property maintenance, asset planning, housing compliance and viable development or redevelopment opportunities.
- Improve program, contract and service performance, ensuring funding obligations, KPIs, reporting, acquittals, quality and safeguarding requirements are met.
- Rebuild and strengthen relationships with members, communities, Traditional Owners, Elders, government, funding bodies and strategic partners.
- Identify sustainable funding, housing, partnership, investment and business opportunities aligned with Bynoe's purpose, capacity and risk appetite.
About you
You will be an experienced executive or senior leader with a calm, practical and approachable style. You will be comfortable moving between the boardroom and frontline operations, understanding the detail when required while empowering managers and maintaining a explicit strategic view.
To succeed in the role, you will bring:
- Significant executive or senior management experience in a complex, multi-service or asset-based organisation.
- A demonstrated record of leading an organisational rebuild, turnaround or significant change and strengthening culture, systems and accountability.
- Demonstrated experience working effectively with a Board, including governance reporting, implementation of Board decisions, risk escalation and maintenance of appropriate governance and operational boundaries.
- Strong financial and commercial acumen, together with experience overseeing funded programs, contracts, performance measures, reporting and acquittals.
- Demonstrated capacity to oversee regulated housing or a comparable asset-based service, including compliance, financial sustainability, asset planning and tenant or customer outcomes.
- Proven people leadership, including organisational design, management accountability, performance management, cultural safety and leadership development.
- The cultural capability, judgement and communication skills to build respectful relationships with First Nations members and communities, Traditional Owners, Elders, government and funding bodies.
- Demonstrated ability to operate effectively in a remote or regional environment, together with a current unrestricted Class C driver licence and the capacity to live and work in Normanton and travel regularly.
Highly regarded experience
Direct social or community housing experience, executive leadership within a First Nations-led or community-controlled organisation, relevant tertiary or governance qualifications, and experience in sustainable growth or community enterprises will be highly regarded.
