A.Q.S/ CCDM PROGRAM, OPERATIONS & COMMERCIAL GROWTH COORDINATOR

Purpose of the RoleA.Q.S Consultancy Services Pty Ltd is seeking a capable CCDM Program, Operations & Commercial Growth Coordinator to support the immediate implementation, commercialisation and operational development of the Cost Claim and Dispute Management (CCDM) framework and associated A.Q.S Australia initiatives.
This is a priority position intended to:
- strengthen A.Q.S Australia's current delivery capacity;
- convert existing strategies and opportunities into implemented activities;
- improve coordination across CCDM workstreams;
- accelerate revenue-generating professional services and programs;
- improve utilisation of existing people, systems and intellectual property;
- strengthen cash flow, invoicing, commercial follow-up and financial visibility; and
- support sustainable growth of A.Q.S Australia and CCDM.
The role works closely with the Managing Director and relevant A.Q.S/CCDM personnel and acts as an important bridge between strategy, implementation, commercial delivery and financial outcomes.
- CCDM Program Implementation
- Maintain the consolidated CCDM implementation program.
- Convert approved strategies into defined actions, owners, milestones and deliverables.
- Coordinate activities across CCDM divisions and A.Q.S business functions.
- Monitor overdue activities, dependencies, risks and decisions.
- Prepare weekly implementation and exception reports.
- Ensure initiatives progress from concept to implementation rather than remaining as proposals.
2. Commercial Growth & Revenue ImplementationA key responsibility of the role is to assist A.Q.S in converting its existing capability, intellectual property, professional network and market opportunities into sustainable revenue.
Activities include
- maintaining the commercial opportunity and business-development pipeline;
- identifying opportunities that can be progressed into fee-earning assignments;
- coordinating EOIs, tenders, proposals and fee submissions;
- following up submitted proposals and prospective clients;
- supporting conversion of Expert Panel enquiries into appropriate professional engagements;
- coordinating Academy courses, CPD programs and paid professional events;
- supporting commercialisation of CCDM services, tools, frameworks and digital solutions;
- coordinating consultancy, contract administration, claims, commercial advisory and dispute-support opportunities;
- tracking probability, potential fee value, expected commencement and expected revenue;
- identifying inactive opportunities requiring management intervention.
3. Financial Position & Cash-Flow SupportThe position will support management in strengthening the company's financial position through disciplined implementation.
Responsibilities include
- maintaining a revenue and fee forecast against the commercial pipeline;
- monitoring work-in-progress and upcoming invoicing milestones;
- coordinating timesheet and deliverable information required for invoicing;
- following up internally on unbilled completed work;
- monitoring outstanding client information preventing invoices from being issued;
- maintaining an accounts-receivable follow-up register in coordination with management/accounting personnel;
- tracking expected receipts and significant expenditure commitments;
- monitoring project and program budgets;
- identifying activities consuming resources without a defined commercial outcome;
- assisting management to prioritise initiatives with the strongest strategic and financial return;
- supporting Xero and management-dashboard information where appropriate.
The role does not replace the company's accountant or financial adviser. Its purpose is to ensure that operational implementation produces timely commercial and financial outcomes.
- Digital Systems & Management Dashboard
- Assist in development and administration of the A.Q.S/CCDM operating system.
- Support Microsoft 365, SharePoint, Power Apps and Power BI implementation.
- Coordinate Google Workspace and AppSheet workflows where appropriate.
- Establish structured registers and databases.
- Develop management dashboards covering:
- opportunities;
- revenue pipeline;
- tenders;
- projects;
- WIP;
- invoices;
- receivables;
- expenditure commitments;
- Expert Panel;
- Academy;
- partnerships;
- research programs;
- risks;
- actions and deadlines.
- Assist with progressive automation and AI-enabled workflows.
5. Commercial & Contract Administration SupportCoordinate and assist with:
- tenders and EOIs;
- consultancy proposals;
- professional service agreements;
- subcontractor and expert appointments;
- NDAs;
- conflict disclosures;
- panel engagements;
- fee proposals;
- variations;
- claims and EOT workflows;
- project commercial registers;
- deliverables;
- invoicing milestones;
- project close-out and final-account administration.
6. Expert Panel, ANDAB & Professional Network
- Coordinate Expert Panel applications and onboarding.
- Maintain qualifications, experience, availability, conflicts, insurance and appointment records.
- Establish a searchable capability database.
- Match available experts with potential client opportunities.
- Support compliant engagement and appointment processes.
- Maintain appropriate separation between neutral/ADR activities and advisory/commercial services.
- Coordinate expert, mediator, adjudicator and specialist appointments.
7. CCDM Academy & Qualified Programs
- Coordinate faculty and speakers.
- Develop course and event implementation schedules.
- Support International Mediation programs.
- Support Contract Administration training.
- Support Digital/AI Integration and Commercial Intelligence programs.
- Coordinate registrations, faculty documentation and course administration.
- Assist with conferences, roundtables, publications and professional events.
- Monitor course budgets, registrations, fees and financial performance.
8. Research, Innovation & Strategic Partnerships
- Support CRC and CRC-P initiatives.
- Support eligible R&D; activities and supporting records.
- Maintain university, industry, government and technology partner registers.
- Coordinate MOUs and collaboration proposals.
- Progress pilot-project opportunities.
- Assist development of commercially sustainable research and digital products.
- Track grant,
research and partnership opportunities against strategic and financial objectives.
9. Governance & Management Support
- Prepare management meeting papers.
- Maintain the master action register.
- Record decisions and required follow-up.
- Monitor outstanding approvals and signatures.
- Maintain compliance and contract registers.
- Escalate critical commercial, operational and financial matters to the Managing Director.
Candidate ProfileRelevant backgrounds may include:
- Quantity Surveying;
- Commercial Management;
- Construction Management;
- Project Management;
- Contract Administration;

- Finance/Commercial Administration;
- Engineering;
- Legal/Dispute Management;
- Digital Construction;
- Information Systems; or
- related disciplines.

7. Accounts-receivable visibility and follow-up.

9. Expert Panel commercial engagement processes.
10. Academy revenue and program implementation tracking.
11. Partnership and research opportunity registers.
12. Clear responsibilities and deadlines for outstanding activities.
13. Prioritisation of initiatives according to commercial value, strategic importance and implementation effort.
14. Weekly reporting to the Managing Director covering:
- new opportunities;
- proposals submitted;
- pipeline value;
- work secured;
- revenue expected;
- invoices due;
- receipts outstanding;
- implementation progress;
- critical risks; and
- management decisions required.
Key Performance MeasuresPerformance should be assessed not simply by activities completed, but by measurable outcomes including:
- value of qualified opportunity pipeline;
- proposal conversion rate;
- new professional engagements secured;
- revenue activated from existing CCDM initiatives;
- reduction in unbilled WIP;
- timeliness of invoicing;
- improvement in debtor follow-up;
- Academy/program revenue;
- Expert Panel engagement activity;
- partnerships progressed to funded or commercial activities;
- project implementation completion rate; and
- improvement in management visibility over cash flow and future workload.
Strategic ImportanceThis position is not simply an administration vacancy. It is an implementation, commercial coordination and growth function designed to help A.Q.S Australia transform its existing professional capability, CCDM intellectual property, network, research initiatives and market opportunities into actual projects, contracts, revenue and improved cash flow.
