About the team
The Procurement & Contracts team partners with business areas across Council to deliver effective, compliant and value-for-money procurement outcomes.
We provide specialist advice, support strategic decision-making and help deliver projects that benefit our community.
About the role
We're seeking a Senior Procurement Business Partner with strong experience in infrastructure and construction procurement to support complex sourcing, tendering and contract management activities across Council.
You'll act as a trusted advisor to stakeholders, providing commercial and procurement expertise while helping shape procurement practices and capability across the organisation
What you'll deliver
Partner with stakeholders to plan and deliver complex infrastructure, construction and project-based procurement activities.
Lead and support end-to-end procurement processes, including market engagement, tendering, evaluation governance and contract establishment.
Provide expert advice on procurement, commercial, contractual, supplier and probity risk matters.
Drive continuous improvement of procurement frameworks, processes and tools to support best-practice procurement outcomes.
Share construction procurement expertise and market knowledge to build capability across the Procurement team and broader organisation
Your Skills and Experience
Demonstrated experience managing complex construction, infrastructure or project-based procurement and contract management activities.
Demonstrated experience administering contractor prequalification and compliance management systems (preferably RAPID Global or similar)
Demonstrated knowledge of contemporary Australian Standard (AS) construction contracts and their application to local government infrastructure, civil works, building works and project-based procurement, including AS

**** Construction Management and associated contemporary subcontract forms such as AS:
**** and **** where relevant to head contract risk, evaluation and contract administration.
Sound understanding of contractor compliance requirements within construction and infrastructure environments, including the assessment of Safe Work Method Statements (SWMS), Job Safety Analyses (JSA), insurances, licences and contractor management frameworks
Ability to evaluate contractor compliance systems and documentation to ensure suitability, risk mitigation and compliance with legislative, safety and contractual obligations
Solid knowledge of procurement planning, tendering, evaluation processes, commercial contracting and supplier management
Ability to provide practical procurement and commercial advice to stakeholders and support informed decision-making
Relevant tertiary qualifications in procurement, supply chain, commerce, business, law, construction management or a related discipline, or equivalent specialist experience
Experience working in local government, the public sector or another regulated environment will be highly regarded
