Job Description
Our client has an exciting opportunity is available for an experienced Program Manager - SCADA Transformation to lead a major, multi-year transformation of a business-critical SCADA environment.
n
This senior leadership role will take accountability for the successful delivery of a large-scale SCADA transformation program, including the transition from a legacy SCADA platform to a new enterprise platform and associated ways of working.
n
You will provide leadership across SCADA Engineering, coordinate competing project and operational demands, and act as the key interface between major capital projects, engineering teams, contractors and business stakeholders.
n
The Role
n
As Program Manager - SCADA Transformation, you will be responsible for driving the program from planning and execution through to transition and successful business adoption.
n
Key responsibilities will include:
n
n
Lead the successful delivery of a multi-year SCADA transformation program, managing scope, schedule, risks, dependencies, resources and delivery outcomes.
n
Manage the transition of business units from the existing SCADA environment to the new SCADA platform, including associated processes, operating models and ways of working.
n
Provide leadership and direction across the SCADA Engineering function, ensuring engineering capability and resources are aligned with program and operational priorities.
n
Act as the central interface for major capital projects, maintenance activities and continuous improvement initiatives requiring SCADA Engineering services.
n
Manage the sequencing and prioritisation of SCADA engineering activities to minimise project clashes, resolve dependencies and maximise organisational value.
n
Manage workflow,
capacity and resource forecasting across the SCADA Engineering team, adjusting resources to meet changing project demands.
n
Lead significant business and technology change, ensuring stakeholders are engaged and operational teams are prepared for the new environment.
n
Work closely with principal contractors, engineering teams and project stakeholders to support safe, efficient and high-quality project delivery.
n
Manage internal and external stakeholders throughout the project lifecycle, including senior leadership, engineering teams, contractors and delivery partners.
n
Establish and maintain strong program governance, including proactive management of risks, issues, dependencies, financials and performance.
n
Monitor and report program performance against agreed KRAs and KPIs, providing clear visibility of progress and emerging risks.
n
Establish and continuously improve SCADA Engineering standards, processes and work practices to support consistent, high-quality delivery.
n
Ensure the safety, security and integrity of IT/OT and Industrial Control Systems, including protection against physical and cyber threats.
n
Ensure relevant statutory systems, engineering practices and controls are maintained, audited and managed in accordance with applicable legislation and governance frameworks.
n
Conduct regular site visits to monitor delivery progress, engage with project teams and resolve technical or delivery issues.
n
Build an inclusive,
cooperative and high-performing culture, coaching and developing teams while maintaining accountability for outcomes.
n

Ideally, you will have:
n
n
A tertiary qualification in Engineering.
n
Registered Professional Engineer (Electrical) in Victoria.
n
Ability to meet AusCheck requirements.
n
Demonstrated experience delivering large and complex engineering, technology or infrastructure transformation programs.
n
Strong knowledge of SCADA, Industrial Control Systems and/or Operational Technology environments.
n
Demonstrated ability to understand, develop and communicate Industrial Control System strategies, processes and operating models.
n
Significant experience managing programs involving multiple projects, project teams, engineering disciplines and delivery partners.
n
Strong program and project management capability across the full lifecycle - initiation, planning, execution, transition and closure.
n
Demonstrated experience delivering significant business and organisational change, including adoption of new technology and ways of working.
n
Strong experience across engineering design, construction and delivery of major projects.
n
Experience establishing and operating effective program governance, risk management and performance reporting frameworks.
n
Strong understanding of safety, regulatory, compliance and risk requirements within critical infrastructure environments.
n
Experience managing contractors, vendors and other external delivery partners.
n
Exceptional stakeholder engagement, communication, negotiation and influencing skills, including the ability to work effectively with senior executives and technical stakeholders.
