- Lead development of Council's annual and four-year infrastructure capital works programs.
- Develop and implement infrastructure prioritisation and investment frameworks.
- Undertake site inspections, project investigations and constructability assessments.
- Identify future project opportunities and develop a pipeline of construction-ready works.
- Improve project readiness through better scoping, planning and coordination.
- Lead grant funding applications, funding strategies and investment planning activities.
- Support governance, reporting and performance monitoring of the infrastructure program.
- Work closely with Infrastructure Planning and Infrastructure Delivery teams.
- Provide leadership to the Program Development function, supporting knowledge sharing.
- Permanent full-time Band 7 opportunity within the City of Ballarat's Infrastructure Department.
About The Role
The Infrastructure Program Development Lead undertakes the planning, prioritisation and development of the City of Ballarat's infrastructure capital works program. Working across both office and field environments, you will identify future projects, undertake site inspections, improve project readiness and ensure infrastructure investments are strategically aligned, well scoped and ready for delivery.

About You
You are an experienced infrastructure professional with strong practical and strategic skills. You can identify infrastructure issues, assess site constraints, develop project solutions and translate community and asset needs into construction-ready projects.
You enjoy working collaboratively, thinking strategically and getting out into the field to improve infrastructure outcomes for the community.
