We're looking for an experienced Business Analyst to join our client, the Office of the National Rail Safety Regulator (ONRSR).

About the role

The role operates at the intersection of regulatory intent, business operations, data, analytics and delivery. It is both strategic and hands‑on and you’ll be part of a data product team, with your primary purpose being to bring structure and clarity to complex initiatives by translating executive priorities, regulatory objectives and user needs into explicit requirements. Your experience in data use and system implementations, conducting business discoveries and defining requirements for data products and management systems will enable you to bridge the gap between operational data needs and technical architecture. You will have the ability to map current‑state and future‑state data flows, workflows, and decision pathways across various regulatory functions and identify process gaps, dependencies, and risks and document data product and functional system requirements. Beyond this, the role acts as a vital collaborative hub by establishing trusted relationships across policy, operations, data, and technical business units. Your ability to simplify complex data flows and supporting management systems and dependencies into clear insights for diverse audiences will be highly valued.

What you’ll be doing

- Lead business discovery to understand business needs, regulatory priorities, user requirements and how data supports decision‑making.
- Translate business and regulatory objectives into clear data product, data management and functional system requirements.
- Analyse and map current and future‑state data flows, workflows and decision pathways, identifying gaps,



risks and dependencies.
- Support the design and implementation of data products and management systems, working closely with data and technical teams.
- Develop use cases, process maps, data requirements and acceptance criteria to support delivery.
- Lead UAT activities, including test planning, test case development, execution and issue resolution.
- Build strong relationships across policy, operations, data and technical teams and communicate complex concepts clearly to both technical and non‑technical stakeholders.
- Maintain clear documentation and ensure initiatives align with data governance, regulatory obligations and organisational standards.
- Take a hands‑on “lead and do” approach, balancing stakeholder leadership and strategic thinking with detailed BA delivery.

Who we’re looking for

- Demonstrated Business Analyst experience involving data, analytics, data products or data system implementations.
- Experience conducting business discovery and defining requirements for data products, data management systems or data‑driven solutions.
- Strong understanding of data flows, business processes and how data is used to support operational or regulatory decision‑making.
- Proven ability to translate complex business, regulatory and user needs into clear, actionable requirements.
- Strong stakeholder engagement and communication skills,



with confidence working across senior leaders, operational teams, data specialists and technical stakeholders.
- Experience supporting system or data implementations through to delivery, including UAT.
- Strong analytical, process mapping and documentation skills.
- A collaborative, pragmatic approach and the ability to lead the process while remaining hands‑on with the day‑to‑day BA work.
- Experience in a regulated, compliance, safety or government environment will be highly regarded.
- Relevant tertiary qualifications in IT, business analysis, data or a related discipline, or equivalent professional experience.

Desirable

- Experience within the rail industry or another safety‑critical/regulated environment.
- Experience with data analytics, reporting, data integration or data governance.
- Adelaide or Melbourne based (other locations will be considered with occasional travel).
