General Manager, Compliance, Technical and Training

This role leads the Compliance, Technical, and Training division, aligning its functions with ARC's strategic goals to ensure efficient delivery under the service contract with the Federal Government. The function's remit is ensuring technical compliance, qualifications and training of industry stakeholders and licence holders in the climate control sector. Upskilling participants is essential for community safety and for meeting legal requirements for handling and trading refrigerants.

Key responsibilities

Lead contract compliance and ensure strategic deliverables and performance goals are achieved. Contribute to ARC's strategic planning and goal setting.

Build and sustain strategic oversight and management of Refrigerant Trading Authorisation (RTA) holders and Refrigerant Handling Licence holders, industry bodies and training providers.

Drive innovation and coordinate advocacy for changes to regulations and standards which deliver a stronger RAC sector and focused on the responsible handling of refrigerant.

Lead a geographically dispersed team and deliver a high impact audit and assessment function.

Build effective and professional relationships with the National EPA, industry educators and the Refrigeration and Air Conditioning (RAC) industry stakeholders and relevant national skills bodies to promote cutting-edge and upskilling in industry training.

Compile regular, streamlined and timely reporting of portfolio outcomes for key stakeholders including Federal Government, the ARC Board, weekly portfolio outcomes and Annual Reporting.





Utilise the compliance data as a source of critical knowledge. Create fresh insights, predict trends and critical forecasting for planning and reporting.

About you

Diploma or above in Management, Adult Education or Business Administration

Trade qualification in Air Conditioning & Refrigeration or equivalent experience

Cert IV in Training and Assessment (highly desirable)

Experience in managing an audit function within a licenced industry

Vocational education sector experience and sector knowledge at a senior level

Experience in working within Acts, Regulations, Standards & Codes (desired)

Demonstrated ability to lead a core function, inspire team members to high performance as well as contribute strategically at an organisation-wide level

Advanced skills in Microsoft Office: Outlook, Word, PowerPoint. Intermediate skills in Excel. Able to extract and interpret database information with experince in Power BI highly regarded.

The Australian Refrigeration Council Ltd (ARC) is the industry board for the refrigeration and air conditioning (RAC) industry in Australia. The key activity is the delivery of the contract with the National EPA to administer the RAC Industry Permit Scheme (ARCtick) for the Ozone Protection and Synthetic Greenhouse Gas Program, servicing almost 120,000 individual and business permit holders. ARC's mission is to set the standards for a safe, environmentally friendly and dynamic climate control industry.
