Our client has an exciting opportunity is available for an experienced Program Manager - SCADA Transformation to lead a major, multi-year transformation of a business-critical SCADA environment.

This senior leadership role will take accountability for the successful delivery of a large-scale SCADA transformation program, including the transition from a legacy SCADA platform to a new enterprise platform and associated ways of working.

You will provide leadership across SCADA Engineering, coordinate competing project and operational demands, and act as the key interface between major capital projects, engineering teams, contractors and business stakeholders.

The Role

As Program Manager - SCADA Transformation, you will be responsible for driving the program from planning and execution through to transition and successful business adoption.

Key responsibilities will include:

- Lead the successful delivery of a multi-year SCADA transformation program, managing scope, schedule, risks, dependencies, resources and delivery outcomes.
- Manage the transition of business units from the existing SCADA environment to the new SCADA platform, including associated processes, operating models and ways of working.
- Provide leadership and direction across the SCADA Engineering function, ensuring engineering capability and resources are aligned with program and operational priorities.
- Act as the central interface for major capital projects, maintenance activities and continuous improvement initiatives requiring SCADA Engineering services.
- Manage the sequencing and prioritisation of SCADA engineering activities to minimise project clashes, resolve dependencies and maximise organisational value.
- Manage workflow, capacity and resource forecasting across the SCADA Engineering team,



adjusting resources to meet changing project demands.
- Lead significant business and technology change, ensuring stakeholders are engaged and operational teams are prepared for the new environment.
- Work closely with principal contractors, engineering teams and project stakeholders to support protected, efficient and high-quality project delivery.
- Manage internal and external stakeholders throughout the project lifecycle, including senior leadership, engineering teams, contractors and delivery partners.
- Establish and maintain strong program governance, including proactive management of risks, issues, dependencies, financials and performance.
- Monitor and report program performance against agreed KRAs and KPIs, providing clear visibility of progress and emerging risks.
- Establish and continuously improve SCADA Engineering standards, processes and work practices to support consistent, high-quality delivery.
- Ensure the safety, security and integrity of IT/OT and Industrial Control Systems, including protection against physical and cyber threats.
- Ensure relevant statutory systems, engineering practices and controls are maintained, audited and managed in accordance with applicable legislation and governance frameworks.
- Conduct regular site visits to monitor delivery progress, engage with project teams and resolve technical or delivery issues.
- Build an inclusive,



collaborative and high-performing culture, coaching and developing teams while maintaining accountability for outcomes.

Ideally, you will have:

- A tertiary qualification in Engineering.
- Registered Professional Engineer (Electrical) in Victoria.
- Ability to meet AusCheck requirements.
- Demonstrated experience delivering large and complex engineering, technology or infrastructure transformation programs.
- Strong knowledge of SCADA, Industrial Control Systems and/or Operational Technology environments.
- Demonstrated ability to understand, develop and communicate Industrial Control System strategies, processes and operating models.
- Significant experience managing programs involving multiple projects, project teams, engineering disciplines and delivery partners.
- Strong program and project management capability across the full lifecycle - initiation, planning, execution, transition and closure.
- Demonstrated experience delivering significant business and organisational change, including adoption of new technology and ways of working.
- Strong experience across engineering design, construction and delivery of major projects.
- Experience establishing and operating effective program governance, risk management and performance reporting frameworks.
- Strong understanding of safety, regulatory, compliance and risk requirements within critical infrastructure environments.
- Experience managing contractors, vendors and other external delivery partners.
- Exceptional stakeholder engagement, communication, negotiation and influencing skills, including the ability to work effectively with senior executives and technical stakeholders.
