About the role
The
Projects Group
is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.
The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and cutting-edge manner, enabling V/Line to shape the improvement and modernisation of V/Line's regional transport service.
The
Senior Engineer – Track and Civil
forms part of the V/Line Projects Engineering and Design Review Team, providing project engineering assurance.
This is achieved through feedback to delivery teams based on the review of designs against the V/Line Safety Management System (SMS) and operational concepts, to ensure that changes made to the V/Line network are safe and reliable to operate and maintain and accessible to all users.
The position is responsible for allocation of design review tasks amongst the
track and civil design
review team, monitoring and reporting of progress, and performing design reviews and design assurance activities.
It requires collaboration with Third Party design and delivery organisations, the Project Engineering team and the Office of the Chief Engineer.
This role will be responsible for the development and implementation of appropriate processes and frameworks, to ensure that projects are well planned, future ready and supported to be safely delivered.
The role will prioritise and allocate tasks within the
track and civil design
review team and will play a key role in the interface and collaboration with the wider Engineering and Design Review team and to contribute to an integrated transdisciplinary engineering assurance process.
This role requires occasional travel to sites throughout regional Victoria.

As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.
Review Track and Civil designs for compliance to V/Line SMS, Standards and operational concepts.
Assess applications for derogation to V/Line standards in terms of safety, practicality, performance, reliability, economic benefits.
Analyse and respond to requests for information and technical queries relating to project works.
Contribute to the development and / or assessment of applications for Type Approval.
Input to development of future projects through review of reference and concept designs.
Endorsement of Engineering Change Notices (ECN).
Review as-built drawings.
Attending railway sites as required.
Contribute to V/Line delivered projects through design and checking where opportunities arise

About you
As the
Senior Engineer – Track and Civil
, you will perform
track and civil design
review activities across multiple projects.
Selection Criteria
KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES
Registered Professional Engineer of Victoria (RPEV) in Civil Engineering, or eligibility and commitment to obtain registration within an agreed timeframe (Essential)
Demonstrated significant experience in engineering, construction management and solutions in complex rail infrastructure projects or large construction projects (Essential)
V/Line design competencies in track and civil at unsupervised practitioner level or equivalent
Sound organisational skills with demonstrated ability to work within tight and often conflicting timeframes
Sound knowledge of V/Line, Victorian Railway operations
Extensive experience in Design & Delivering Signalling projects (Desirable)
In depth knowledge of one or more of the following - Track Configuration and Geometric Design, Track Drainage, Civil (Permanent Way), Civil (Station/Depot) Infrastructure, Geotechnical Engineering, CSR (Combined Service Route) (Essential)
Demonstrated ability to effectively manage a broad range of matters affecting project planning, design, construction, cost and quality control.




Ability to champion strong relationships and aligning ALL V/Line Stakeholders and other government agencies to deliver a mutually acceptable engineering solution which conform to V/Lines best assurance practices
Exceptional communication skills, both written and verbal, with a well-developed ability to discuss a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management.
Demonstrated success in collaborating with multiple stakeholders and disciplines to support complex projects and to achieve common goals.

People management capabilities (Desirable).
Ability to lead, delegate to and advise employee and contractor design reviewers.
Proficient analytical capabilities with the ability to convey complex and technical issues to a range of audiences
Interpersonal skills to influence change, facilitate and enhance performance within a cross functional environment.
