Suburban Connect is a consortium of global leaders in tunnelling, comprising CPB Contractors, Ghella, and Acciona Construction. Together, we are delivering the southern section of tunnels for Suburban Rail Loop (SRL) East – 16km of twin tunnels between Cheltenham and Glen Waverley, which will be Victoria’s longest transport tunnel. This project is being delivered on behalf of the Suburban Rail Loop Authority (SRLA).

SRL East, spanning from Cheltenham to Box Hill, is now being constructed. Tunnelling is set to commence in 2026, with trains expected to begin running by 2035. The works include 55 cross passages, two tunnel portal structures, two station box excavations, and various associated support tasks.

The Position:

As the Senior HR/IR Advisor you will ensure IR compliance for Suburban Connect Tunnelling Wages “direct” workforce employees as well as the oversight of subcontractor employee mobilisation, and compliance. And, contribute to the achievement of SRL Connect plans and strategy by delivering HR related initiatives and support in the area of professional HR information systems.

In addition to the above the key responsibilities of this role are:

- Ensure subcontractor IR plans, policies, and practices comply with project requirements, applicable codes, and the EBA before contracts are executed.
- Assess subcontractor proposals for Industrial Relations risks during procurement processes.
- Provide advice on employment legislation, industrial instruments, and business standards.




- Screen subcontract and labour hire workers to ensure they meet project workforce requirements.
- Support subcontractor managers to identify, manage, and resolve workforce issues.
- Prepare workforce and IR reports, including turnover, remuneration, training, and Right of Entry (ROE) outcomes.
- Deliver people management training and coaching to leaders.
- Drive completion of Performance and Development Reviews.
- Support both HR and Industrial Relations initiatives across the project.

About you:

To be successful you will ideally have the following experience and capabilities:

- Degree in Human Resource Management or similar required.
- Several years experience in the construction, mining or manufacturing industry. Competent in interpreting industrial / enterprise agreements. Strong understanding of labour hire agencies/agreements and commercial framework.
- Knowledge of the market and industrial climate the company operates.
- Knowledge of legislative and economic environment as appropriate to the role (e.g. contract law; construction industry etc.).
- Understand and interpret contract terms and conditions.
- Highly developed organizational skills and the ability to work collaboratively but execute outcomes independently.
