Organisational Change Management Officer
Job details
The Department requires an Organisational Change Manager to plan, lead and support change management activities across digital and technology initiatives within the Information Technology and Data Division. The role will operate within the Digital Delivery Support Office and work closely with project teams, business areas, senior leaders and impacted stakeholders to support successful adoption, readiness and transition to new ways of working.
Key duties and responsibilities
Develop and implement practical change management strategies, plans and artefacts for ICT and digital transformation initiatives. Apply structured change management approaches, including PROSCI/ADKAR or equivalent methodologies, and adapt change activities to Agile, iterative or hybrid delivery environments. Conduct stakeholder analysis, change impact assessments and business readiness assessments to identify impacts, risks, adoption needs and engagement priorities. Design and deliver communications, engagement, training and adoption activities that support impacted users and business areas through change. Facilitate workshops and stakeholder sessions to validate impacts, gather feedback and support implementation planning. Work with project managers, business owners, subject matter experts and senior leaders to embed change activities into delivery plans, sprint or release planning where relevant, and governance reporting. Monitor change readiness, adoption progress, resistance, risks and issues,
and provide clear reporting and advice to governance forums and executive stakeholders. Support transition to business-as-usual by coordinating handover, sustainment planning, knowledge transfer and post-implementation adoption activities.
Essential criteria
Weighting
- 1.Demonstrated experience developing and delivering organisational change management strategies and plans for ICT, digital transformation or business improvement initiatives, applying PROSCI/ADKAR or equivalent structured change methodologies alongside stakeholder engagement, communications, readiness and adoption activities.
Weighting:30%
- 2.Demonstrated capability undertaking stakeholder analysis, change impact assessments and business readiness assessments to identify impacts, risks, resistance, adoption needs and implementation priorities.
Weighting:25%
- 3.Ability to produce clear, practical and timely change artefacts, including ADKAR-aligned change plans, communication materials, engagement plans, training/adoption plans, readiness reports, governance updates and executive briefings.
Weighting:20%
- 4.Demonstrated ability to work effectively with project teams, senior leaders, business owners and impacted stakeholders, including facilitating workshops, managing competing perspectives and supporting adoption of recent systems, processes or ways of working.
Weighting:15%
- 5.Demonstrated experience supporting Agile, iterative or hybrid change delivery, including embedding change activities into sprint, release or implementation planning, supporting transition to business-as-usual, sustainment planning, benefits realisation and post-implementation adoption activities.
