Azooa is preparing a response for PCS-04519 – Digital Accessibility Audit for the Trade Measurement Activities and Reporting System (TMARS) and is seeking suitably qualified accessibility specialists to form the core delivery team.

The engagement is focused on conducting an independent accessibility audit of TMARS customer-facing services against WCAG 2.2 Level AA , identifying accessibility issues, prioritising findings and providing practical remediation guidance to improve accessibility for people with disabilities.

? We Are Looking for Two Profiles

1️⃣ Senior Digital Accessibility Consultant – WCAG 2.2 Audit Lead

This will be the senior, client-facing accessibility specialist responsible for leading the engagement, establishing the audit methodology, managing stakeholder engagement and owning the quality of the final accessibility assessment.

We are particularly interested in candidates with substantial experience conducting formal digital accessibility audits within Government, enterprise or complex digital-service environments .

? Key Responsibilities

You may be responsible for:

- Leading the TMARS accessibility audit against WCAG 2.2 Level AA
- Establishing the accessibility assessment methodology and work plan
- Leading the project kick-off and stakeholder discussions
- Determining appropriate representative coverage across TMARS
- Reviewing customer-facing web content and functionality
- Reviewing digital forms and functional components
- Reviewing system-generated emails and notifications
- Assessing accessibility and usability issues
- Categorising findings according to priority/severity
- Developing clear and actionable remediation recommendations
- Advising technical and business teams on accessibility improvements
- Preparing the Draft Accessibility Audit Report
- Preparing the Final Accessibility Audit Report
- Presenting findings to DISR/NMI stakeholders
- Providing ad-hoc accessibility guidance during the engagement
- Supporting guidance for up to 30 days following completion
- Leading final accessibility re-assessment
- Supporting the final Certificate of Conformance once remediation is complete.

Strong written communication and the ability to convert technical accessibility findings into practical recommendations for executives, product owners, designers and developers will be important.





2️⃣ Senior Accessibility Test Analyst / UX Accessibility Specialist The second position is a more hands-on accessibility testing and evidence role , working closely with the Audit Lead to perform detailed assessment of the TMARS customer-facing environment.

We are looking for someone who understands accessibility beyond automated scanning and can perform comprehensive manual, assistive-technology and usability testing .

? Key Responsibilities

You may be responsible for:

- Conducting detailed WCAG 2.2 Level AA assessments
- Performing manual accessibility testing
- Performing automated accessibility testing
- Conducting keyboard-only testing
- Testing screen-reader accessibility
- Reviewing focus order and focus visibility
- Assessing semantic structure
- Reviewing accessible names and descriptions
- Testing forms, validation and error handling
- Reviewing ARIA implementation
- Testing dynamic and interactive components
- Assessing colour contrast
- Reviewing responsive accessibility
- Reviewing navigation and page structure
- Testing customer-facing workflows
- Reviewing system-generated emails and notifications
- Capturing accessibility defects and supporting evidence
- Mapping findings to WCAG success criteria
- Assigning or supporting Priority 1–3 classifications
- Preparing clear developer-facing remediation guidance
- Supporting re-testing following remediation
- Contributing to the final conformance assessment.

The RFQ specifically requires assessment of a representative sample of the TMARS customer-facing web portal, digital forms and functional components, and system-generated emails and notifications . ?️ Technical Accessibility Skills

JAWS | NVDA | VoiceOver | Axe | WAVE | Accessibility Insights | Lighthouse would be highly relevant.

These particular tools are not mandated by the RFQ, but practical experience with comparable accessibility-testing technologies will be valuable.

? Front-End / Remediation Knowledge For either position, practical understanding of front-end technologies will strengthen your application.

Experience with areas such as:

HTML5 | CSS | JavaScript | ARIA | up-to-date web frameworks | component libraries | design systems | accessible forms will be useful when translating accessibility failures into actionable remediation recommendations.

You do not necessarily need to be a full-time developer, but you should be able to explain what needs to change and why to development teams.

♿ What Is Being Audited?

The project relates to the Trade Measurement Activities and Reporting System – TMARS , operated for DISR's National Measurement Institute.





The objective is to independently determine whether the relevant customer-facing components meet WCAG 2.2 Level AA and provide remediation guidance where they do not.

The assessment includes a representative sample of:

? Customer-facing web portal content and functionality

? Digital forms and functional components

? System-generated emails and notifications

Accessibility findings will need to be clearly documented, prioritised and supported by actionable remediation advice.

Final Accessibility Audit Report

Final presentation

Ad-hoc accessibility guidance during delivery

Guidance for up to 30 days following completion

We are looking for candidates who can demonstrate:

- Strong professional experience conducting web accessibility assessments
- Deep understanding of current WCAG requirements
- Experience assessing WCAG compliance and usability
- Ability to provide actionable accessibility remediation advice
- Experience with Inclusive Design
- Experience with Human-Centred Design
- Understanding of ISO 9241-11
- Familiarity with Australian Government digital accessibility expectations
- Strong written documentation capability
- Ability to clearly communicate accessibility findings to technical and non-technical stakeholders
- Availability to support the required engagement timeframe

? Why These Two Roles?

We are developing a lean delivery model consisting of:

Senior Digital Accessibility Consultant / WCAG 2.2 Audit Lead

- Senior Accessibility Test Analyst / UX Accessibility Specialist The Audit Lead will provide senior methodology, governance, client engagement, reporting and remediation leadership. The Accessibility Test Analyst will provide the detailed hands-on assessment, assistive-technology testing, evidence capture, defect documentation and re-testing capability.

Together, the two profiles provide the combination of senior accessibility advisory capability and detailed technical testing capacity required to deliver the audit effectively.

The buyer will assess supplier Capability at 50% and Capacity at 50% , making both the quality and availability of the proposed personnel important.
