Organisational Change Manager - Digital & ICT Transformation Canberra, ACT | EL1 Equivalent | Onsite / Flexible by Agreement | Baseline Clearance

We are seeking an experienced Organisational Change Manager to lead and support change across a portfolio of digital and technology transformation initiatives within a large Australian Government environment.

This role is suited to a hands-on change professional who can translate complex technology and business change into practical stakeholder engagement, readiness, adoption and transition outcomes.

Key Responsibilities

- Develop and deliver practical Organisational Change Management strategies, plans and change artefacts for ICT and digital transformation initiatives.
- Apply structured change methodologies such as PROSCI, ADKAR or equivalent, tailored to Agile, iterative and hybrid delivery environments.
- Conduct stakeholder analysis, change impact assessments and business readiness assessments.
- Identify change impacts, adoption risks, resistance, stakeholder needs and implementation priorities.
- Develop and execute communication, stakeholder engagement, training and adoption plans.
- Facilitate workshops, impact assessment sessions, readiness discussions and stakeholder forums.
- Partner with Project Managers, Business Owners, SMEs, senior leaders and delivery teams to integrate change activities into project, sprint, release and implementation plans.
- Monitor change readiness, adoption, resistance, risks and issues, providing clear reporting to governance forums and senior stakeholders.
- Support transition to Business-as-Usual (BAU), including handover, knowledge transfer, sustainment and post-implementation adoption.
- Contribute to benefits realisation and continuous improvement following implementation.

Skills & Experience The successful candidate will demonstrate:

- Strong experience delivering Organisational Change Management across ICT,



digital transformation or business improvement programs.
- Practical experience applying PROSCI, ADKAR or equivalent change management methodologies.
- Strong capability in stakeholder analysis, change impact assessment and business readiness assessment.
- Experience developing change strategies, communication plans, engagement plans, training/adoption plans and readiness reports.
- Strong workshop facilitation and stakeholder engagement skills.
- Ability to engage confidently with senior executives, business leaders, project teams and impacted users.
- Experience managing resistance, competing stakeholder perspectives and complex organisational change.
- Experience working within Agile, iterative or hybrid delivery environments.
- Understanding of transition to BAU, sustainment planning, advantages realisation and post-implementation adoption.
- Strong governance reporting, executive communication and written communication skills.

Role Requirements

- Location: Canberra, ACT
- Working arrangement: Primarily onsite, with flexible arrangements potentially available by agreement.
- Hours: Up to 37.5 hours per week.
- Level: EL1 equivalent.
- Security: Must be eligible to obtain an Australian Government Baseline security clearance.
- Australian Government experience will be highly regarded.
